The SABER contract will cover a broad range of maintenance, repair, and minor construction work on real property at Joint Base Andrews, MD, remote sites in Davidsonville and Brandywine, MD, Joint Base Anacostia Bolling, D.C., and the Air Force Memorial, VA.

Submission Criteria for Advisory Evaluation
Interested WOSB offerors must submit a capability package addressing three criteria:
- Bonding Capacity: Demonstrate a minimum bonding capacity of $5,000,000 per project and $30,000,000 aggregate. A letter from a Department of the Treasury-approved surety is required.
- Experience, Past Performance & Concurrent Project Management: Showcase historical success in managing a high volume of simultaneous projects. Offerors must submit up to three "Concurrent Program Profiles" (using Attachment 1 template), detailing peak simultaneous projects, aggregate value, average individual project value, and management approach. Past performance validation requires CPARS for Federal contracts or official client references/contact information for Non-Federal contracts. Emphasis is placed on the Prime Offeror's experience.
- WOSB Certification Status: Provide an official letter from the SBA or an SBA-approved third-party certifier proving WOSB status. Self-certification is not acceptable.
Government Evaluation and Advisory Notification
The Government will evaluate packages against these criteria and provide written advisory notifications. Respondents deemed "viable competitors" will be encouraged to participate in the formal solicitation. Those deemed "unlikely to be viable" will be advised of deficiencies. Important: Any WOSB may still participate in the resultant acquisition when the formal Request for Proposal (RFP) is published, regardless of the advisory outcome.
