The facility will be designed for a minimum 40-year lifespan, incorporating sustainability and energy enhancement measures. Comprehensive interior design services are also required.

Evaluation & Selection
This will be a two-phase Design/Build procurement using a Best Value Tradeoff source selection process.
- Phase I: Evaluates Past Performance, Management Plan, and Pro Forma information (bonding, financial capability). Up to five highly qualified offerors will proceed.
- Phase II: Evaluates Design/Technical, Small Business Participation Plan, and Price. All non-price factors are considered approximately equal to price. The Government intends to award without discussions but reserves the right to conduct them.
Key Requirements
Offerors must have and maintain active registration in SAM.gov and PIEE/SPRS. A current Cybersecurity Maturity Model Certification (CMMC) status will be required, with the specific level detailed in the solicitation documents.
