Eligibility & Set-Aside

This acquisition employs a Tiered Evaluation Process, prioritizing Small Businesses first. Offers from Other Than Small Businesses will only be considered if an insufficient number of responsible small business offers are received. Offerors must have at least five consecutive years of experience providing armed 24/7 CSO services in at least four states concurrently, serving large facilities similar to FAA Security Level 4. All required state/local licenses and permits must be possessed and submitted at proposal submission.

Evaluation Factors

The FAA will use a Best Value approach. Proposals will be evaluated based on:

  1. Past Performance Confidence (most important)
  2. Management Proposal
  3. Technical Proposal

These non-price factors combined are significantly more important than Price. Price becomes more significant if offerors are rated comparably in the other factors. The FAA may award based on initial offers without discussions.

Submission Requirements

Proposals must be submitted via email to Contracting Officer Donald Sumner at Donald.C.Sumner@faa.gov no later than May 19, 2026, at 2:00 PM ET. Proposals must be structured into three volumes:

  • Volume 1: Offer and Other Documents (including certifications, licenses, financial capability)
  • Volume 2: Pricing (including Attachment J.5 Pricing Workbook and narrative)

Key Clarifications

  • Only two (2) CSOs are required per shift at all facilities, including the Site Supervisor.
  • Offerors must propose fully burdened hourly labor rates, and escalation of labor, Health and Welfare rates, and other indirect costs embedded in fully burdened hourly rates is not permitted.

  • Government-Furnished Equipment (GFE) includes firearms, screening equipment, x-ray machines, and magnetometers; ammunition is not provided.
