Quick Summary

The Federal Aviation Administration (FAA) is seeking proposals for Armed Security Officer (SO) Services in its Central Service Area (CSA) under the National Security Officer Services (NSOS) Program. This is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) and Labor Hour (LH) CLINs. The acquisition uses a tiered evaluation process, prioritizing Small Businesses first, then Other Than Small Businesses. Proposals are due by May 19, 2026, at 2:00 PM ET.

Scope of Work

The contractor will provide all necessary labor, supervision, materials, equipment, transportation, training, and management for SO services across multiple FAA facilities in the continental United States. Services include physical security safeguards for FAA employees, facilities, and government assets. Key tasks involve visitor and vehicle control, screening, access control, monitoring cameras and alarms, roving patrols, and incident reporting. Additional services like Temporary Additional Services (TAS), Emergency Security Services (ESS), and specialized training are also included.

Contract Details

  • Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) and Labor Hour (LH) Contract Line Items (CLINs).
  • Period of Performance: One base year and four one-year options, anticipated to begin September 30, 2026, and extend through September 29, 2031. A two-month transition period is expected from contract award.
  • NAICS Code: 561612 - Security Guards and Patrol Services (Small Business Size Standard: $29M).
  • Contracting Authority: FAA Acquisition Management System (AMS), not Federal Acquisition Regulations (FAR).

Key Requirements & Qualifications

Offerors must demonstrate at least five consecutive years of experience providing armed 24/7 CSO services in at least four states concurrently, serving large facilities similar to FAA Security Level 4. Personnel must be U.S. citizens, at least 21 years old, possess a high school diploma/GED, meet medical/physical standards, pass drug screenings, and complete initial and annual training. All required state/local licenses and permits must be active and submitted with the proposal; proof of application is not sufficient. Annual firearms qualification is mandatory.

Submission & Evaluation

Proposals must be submitted via email to Donald.C.Sumner@faa.gov by the deadline. Submissions require three volumes: Offer and Other Documents, Pricing (using the provided CSA Pricing Workbook), and Management, Technical, and Past Performance Confidence Proposals. The FAA will use a "Best Value" approach. Evaluation factors are weighted as follows: Past Performance Confidence > Management Proposal > Technical Proposal. These combined non-price factors are significantly more important than Price. A tiered evaluation process will consider Small Businesses first.

Amendments & Important Notes

Amendment 0001 (May 7, 2026) extended the proposal due date to May 19, 2026, and updated SCA Wage Determinations and the Period of Performance. Amendment 0002 (May 12, 2026) clarified that site-specific training for new guards is billable as Other Direct Costs (ODCs) within Basic Services rates, not direct labor hours, and updated Section B pricing references. This amendment did not further extend the deadline. Offerors must acknowledge all amendments. Site walks are not permitted.
