This is a Request for Quotation (RFQ) for mobile telephone services for the U.S. Embassy in Pristina. The U.S. Embassy requires services for 375 lines.

Services to be provided include:

• Calls within Kosovo
• International Calls
• International Roaming
• Wireless Application Protocol (WAP) and Data Service
• SMS Messaging
• Voice Mail
• 24-hour Customer Service
• Detailed Billing of Calls Made
• Data Services

Key requirements include:

• Maintaining the existing 958 prefix for cell phone numbers and ensuring all new SIMs have this prefix.

• Providing 24-hour local network coverage of at least 90% around Kosovo, with special consideration for urban areas and main traffic routes.

• Ensuring 24-hour international connectivity with the USA, all European countries, and other worldwide countries.

• Providing extensive international roaming connectivity, with a focus on European countries and the USA.

• Offering 24-hour SMS messaging access.

• Providing Voice Mail services in English and the local language (Albanian and Serbian).

• Offering technical support for various services and inquiries.

• Providing monthly detailed billing of calls/data made by individual numbers, including called number, data usage, date/time, duration, prices, and roaming package details.

• Submitting an itemized usage report to the Contracting Officer's Representative (COR) by the final business day of each month.

• The contractor must not allow users to transfer or purchase gift data through the provider's application or via mobile number, including SMS or USSD short codes.

• The contract will have a one-year base period with two one-year options for renewal.

• The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

• Minimum order amount is 10,000 EUR.

• Maximum order amount for a single item is 5,500 EUR.

• Maximum order amount for a combination of items is 65,000 EUR.

• The contract guarantee minimum is 5,000 EUR per performance period.

• The contract maximum is 65,000 EUR per performance period.

• VAT is not applicable.

• Offers must be submitted on SF-1449, with specific blocks and sections completed.

• Offerors must demonstrate their ability to perform, including providing information on the Project Manager, established business in Kosovo, past performance, necessary resources, and a plan for obtaining licenses and permits.

• Offerors must provide a plan for cell phone services, including a work plan, equipment identification, and insurance details.

• Evaluation will be based on FAR 13 Comparative Evaluation, considering technical, past performance, and price.

• Technical evaluation will include a direct comparison of offers based on minimum technical requirements.

• Past performance will be evaluated based on a direct comparison to discern significant superiority.

• Price will be evaluated to ensure it is fair and reasonable.

• Responsibility determination will be made based on FAR 9.1 requirements.

• The acquisition is unrestricted.

• The U.S. Embassy owns iPhones and Samsung phones that will be used with the services.

• The contractor must provide a fully functional SIM card, telephone number, and appropriate security codes for existing government cellphones within 24 hours of receiving a delivery order.

• This contract is valid only for official Government needs.

• The contractor may propose technological refreshments or substitutions.

• The contractor will offer U.S. Embassy the option to take advantage of promotional programs.

• Delivery orders will be issued for phone and services.

• Training will be provided to U.S. Embassy employees on the proper operation of equipment.

• The contractor must have a working system of network survivability and a recovery plan.

• A Quality Assurance and Surveillance Plan (QASP) is in place to monitor contractor performance.

• Various FAR and DOSAR clauses are incorporated by reference and in full text, covering topics such as contract terms, representations and certifications, evaluation, and ordering limitations.

This document is a Request for Quotations (RFQ) for cell phone services. • Questions regarding requirements are accepted via email until May 19, 2026, to PristinaProcurement@state.gov. Responses will be shared with interested vendors and published on the Embassy website and Sam.gov.

• The government intends to award based on initial quotations without discussions, but may hold discussions if necessary.

• Offerors must be registered in the SAM (System for Award Management) database prior to proposal submission. Failure to be registered may result in the proposal being considered non-responsible.

• No pre-quotation conference will be held.
