Scope of Work
The project involves constructing a resilient microgrid with diverse energy sources, including:

- Solar Photovoltaic (PV) systems (ground mount, rooftop, and/or relocatable carport/canopy types).
- A microgrid controller to manage energy generation assets and electrical loads.
- Upgrades to medium voltage switchgear at Storck Barracks.
The system will connect to the existing electrical distribution loop within the installation's fence line. The microgrid will be capable of charging the BESS from utility power, solar PV, or diesel generators.

Evaluation
This is a single-phase, Design/Bid/Build procurement utilizing a Best Value Trade Off source selection process. Proposals will be evaluated based on:
- Volume I: Factor I – Past Performance, Factor II – Management Approach.
- Volume II: Factor I – Price and Pro Forma Information. Non-price factors, when combined, are considered approximately equal to cost or price. The Government intends to award without discussions but reserves the right to conduct them.
Additional Notes

- Offerors must have and maintain an active registration in SAM.gov.
- A Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) is required for all information systems processing, storing, or transmitting FCI or CUI, as per DFARS 252.204-7021. Offerors must register in PIEE and SPRS for CMMC.
