Statement of Work (SOW)

To furnish all Washington Aqueduct's Cationic Polymer in accordance with specified requirements for use at the Dalecarlia Water Treatment facility.

• Strength: 20%

• Delivery Form: Tote (275-gallon)

• Certification: Must meet NSF/ANSI Standard 60 and conform to ANSI/AWWA Standard B451, latest revision.

• Physical/Chemical Requirements: Specific gravity, pH, freeze point, boiling point, liquid emulsion form, non-reactive to chlorine, capable of acting as a primary coagulant under wide fluctuations in raw water characteristics.

• Quality Assurance: Certification of suitability for drinking water by an accredited organization (NSF/ANSI Standard 60).

• Maximum Usage Level (MUL): For NSF/ANSI Standard 60 certification must be greater than or equal to 50 mg/L.

• Period of Performance: Five (5) years from date of award (60 months).

• Place of Performance: Washington Aqueduct facilities (Dalecarlia WTP).

• Government Projected Requirements: Maximum 400 totes, minimum 20 totes over the contract duration.

• Information Required Upon Contract Award: Product information bulletin, NSF/ANSI 60 certification, Safety Data Sheet (SDS), contact information, emergency contact, and a completed Accident Prevention Plan (APP).

• Accident Prevention Plan (APP): Must address identified hazards, control measures, and interface with the employer's safety program. Includes requirements for chemical identification, manufacturer information, product sheets, SDS, responsibilities, training, accident/spill response procedures, and personal protective equipment.

• Delivery: Issued upon request via delivery order. Routine deliveries between 0700-1400 Mon-Fri. Emergency deliveries within 24 hours. Deliveries normally in 20-tote lots, but smaller quantities accepted. Freight prepaid, F.O.B. to specified Government facilities.

• Documentation: Prior to delivery, email specific information including product name, BOL number, departure/arrival times, hauler/driver info, seal numbers, and driver photograph. Upon arrival, present Bill of Lading, weight certificate, and manufacturer's laboratory report.

• Offloading: Supplier personnel must comply with OSHA requirements. Washington Aqueduct may request samples prior to offloading.

• Rejection of Deliveries: Grounds for rejection include failure to provide documentation, evidence of contamination, missing security seals, or failure to comply with specifications.

• Spillage: Immediate reporting and cleanup of spills are required. Supplier is responsible for costs associated with spills or hazardous chemical releases.

• Ordering Procedures: Contracting Officer issues delivery orders. Supplier must confirm within 24 hours. Cancelation up to 24 hours prior to delivery incurs no charge.

• Invoicing: Payment unit is per 275-gallon tote. Invoices to be mailed to USACE Finance Center and a copy to Washington Aqueduct.

• Anti-Terrorism/Operations Security (OPSEC): Contract personnel must comply with general security requirements, physical security, access control, and E-Verify program requirements.

• Accident Prevention Plan (APP): A completed and signed APP is required, detailing identified hazards, control measures, and compliance with EM 385-1-1. This includes specific requirements for chemical identification, manufacturer information, product sheets, SDS, responsibilities, training, accident/spill response procedures, PPE, and hearing protection.

• Physical/Chemical Properties: Specific requirements for active content (19-21%), specific gravity (1.02-1.05), pH (5-8), freeze point (-3 to 0 deg C), boiling point (>100 deg C), liquid emulsion form, miscibility, and positive charge.

• Quality Assurance: Certification of suitability for drinking water by an accredited organization (NSF/ANSI 60) with a Maximum Usage Level (MUL) of at least 50 mg/L.

• Delivery: Routine deliveries between 0700-1400 Mon-Fri. Emergency deliveries may be required within 24 hours. Deliveries are typically in 20-tote lots but smaller quantities are acceptable in emergencies. Tote bin retrieval is the contractor's responsibility.

• Documentation: Prior to delivery, submit an email with specific details including product name, bill of lading, departure/arrival times, driver information, and photos. Upon arrival, present bill of lading, weight certificate, and manufacturer's laboratory report.

• Offloading: Drivers must comply with OSHA requirements. Washington Aqueduct may request samples prior to offloading.

• Rejection: Deliveries may be rejected for failure to provide documentation, evidence of contamination, missing seals, or failure to meet specifications.

• Spillage: Immediate reporting and cleanup of spills are required. The supplier is responsible for all cleanup costs.

• Delivery orders will be issued via DD Form 1449.

• Supplier must confirm ability to deliver within 24 hours.

• Each order will specify date, time, quantity, and price.

• Cancellations up to 24 hours prior to scheduled delivery incur no charge.

• Payment is per each 275-gallon tote delivered FOB destination.

• Invoices to be mailed to USACE Finance Center and a copy to Washington Aqueduct.

• Contract personnel must comply with general security requirements, including initial training, background checks, and adherence to Force Protection Condition (FPCON) measures.

• Physical security and access control requirements apply for federal installations.
