Quick Summary
The Defense Health Agency Contracting Activity (DHACA) has issued a pre-solicitation notice for an on-ramp to the existing OMNIBUS IV Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle. This opportunity is for military medical research and development services and is a Small Business Administration 8(a) Program set-aside. The formal Request for Proposal (RFP) is now anticipated in late June 2026.
Purpose & Scope
This pre-solicitation aims to expand the pool of contractors under the OMNIBUS IV IDIQ, which covers a broad range of military medical R&D services. The existing contract supports various end-users including DHACA, U.S. Army Medical Research Acquisition Activity, Naval Supply Systems Command, and Uniformed Services University of the Health Sciences. The scope includes four market segments: Research and Development, Research and Development Support Services, Regulatory Processes, and Translational Science Support and Services.
Contract Details
The OMNIBUS IV IDIQ was initially awarded under full and open competition with a cumulative ceiling of $10 billion. The base ordering period runs from June 20, 2022, through June 19, 2027, with an option ordering period extending to June 19, 2032. To date, over $600 million has been awarded across 51 task orders. Task orders can be competed under fair opportunity or exceptions, including small business set-asides. Notably, 33 task orders have been awarded to small businesses, with 8 specifically set aside for the 8(a) Program.
Eligibility & Awards
This on-ramp solicitation is exclusively set aside for small businesses certified under the Small Business Administration 8(a) Program. The Government anticipates making multiple new awards, which will align with the existing unrestricted contract vehicle.
Timeline & Submission
The formal RFP for the OMNIBUS IV on-ramp is now anticipated to be released on SAM.gov around late June 2026. Proposals will be submitted through the Procurement Integrated Enterprise Environment (PIEE) Solicitation module. This notice is for informational purposes only and does not constitute a request for proposals.
