It has a cumulative ceiling of $10 billion. To date, over $600 million has been awarded across 51 task orders. Task orders can be competed under fair opportunity or exceptions, including set-asides for small businesses. Notably, 8 task orders have been 8(a) set-asides, 9 awarded to 8(a) participants, and 33 to small businesses overall. 94% of the 51 task orders were awarded between FY2024-2026, indicating growing activity.
Set-Aside & Eligibility
This on-ramp solicitation will be set-aside exclusively for small businesses certified under the Small Business Administration's 8(a) Program. The Government anticipates making multiple new awards.
Timeline & Submission
The formal RFP for the OMNIBUS IV on-ramp is now anticipated to be released on SAM.gov around late May 2026. This timeline has been extended by Amendment 0002 due to the ongoing implementation of the Revolutionary FAR Overhaul and the need for further guidance on parts 15 (Contracting by Negotiation) and 16 (Types of Contracts). Proposals, once the RFP is released, will be submitted through the Procurement Integrated Enterprise Environment (PIEE) Solicitation module.
