Evaluation
This will be a competitive acquisition utilizing the Lowest Price Technically Acceptable (LPTA) selection process in accordance with FAR Part 15.1. Technical responses will be evaluated based on three factors: vendor's experience, past performance, and staffing plan. These factors are acceptable/unacceptable and, when combined, are significantly more important than price. The contractor must have prior experience, adequate labor, equipment, materials, and knowledge of building repairs, renovations, and alterations.

This is a pre-solicitation notice only; it is not an RFP. All solicitation posts and updates will be under Solicitation No. 47PC5326R0014 on SAM.gov. A Pre-Proposal conference and site walk-through are expected, with details to be posted on SAM.gov. Interested firms must be registered in SAM.gov. Performance and payment bonds, as well as a bid guarantee, will be required. Several solicitation documents will be posted as "Locked" packages on SAM.gov, requiring a secure account for viewing.
