Justification for Sole Source
This acquisition is being pursued on a sole source basis under the authority of 10 U.S.C. Section 2304(c)(1) and FAR 6.302-1, citing "Only one responsible source and no other supplies or services will satisfy agency requirements." A memorandum justifies this due to "Restrictive Rights," stating that Keysight Technologies, as the OEM, holds proprietary rights. The NAVSEA-04 audit team has certified the laboratory's quality systems, and other sources are not authorized by the U.S. Navy METCAL program and C137 Metrology Engineering for certified measurements.
