Key Program Details

TSA Gold+ is designed to provide robust security oversight, with personnel funding as a foundation. It offers operational flexibilities through outcome-based metrics and improved contract certainty (5-10 years) via a public-private partnership model. It is not a reduction in security, a mandatory process, an "all-or-nothing" approach, a return to pre-9/11 screening, or an increase in costs for airports. The initiative seeks to create new business opportunities, make security seamless and future-ready, and unlock private investment for technology and innovation.

Scope of Work

Offerors will be responsible for providing a comprehensive, turnkey solution for security screening technology and a skilled workforce at participating airports. This includes:

  • Program Management: Financial, workforce, technology maintenance, risk, cybersecurity, and customer service.
  • Technology Solution Implementation: Delivering, installing, integrating, testing, and maintaining TSA-compliant security screening equipment and IT/OT systems.
  • Security Screening Services: Conducting passenger, baggage, and access control screening, providing remote image review personnel, and ensuring adequate staffing for various operational scenarios.
  • Transition: Managing transition-in and transition-out activities for IDIQ and subsequent task orders. Excluded services include TSA Canine teams and Transportation Security Specialist-Explosives (TSSE) personnel.

Evaluation Factors

Proposals will be evaluated using a best-value tradeoff, considering technical merit and risk alongside price, ensuring total contract cost remains at or below the Federal cost baseline. IDIQ Level Factors:

  • Technology Solution & Innovation: Proposed technologies, deployment, security/passenger experience improvements, lifecycle strategy, data provision, open architecture.
  • Staffing & Workforce Management: Staffing levels, peak/off-peak plans, hiring/vetting/training, performance monitoring.
  • Performance & Outcome Management: Management across security effectiveness, screening efficiency, customer experience, data/tools/reporting.
  • Management Approach & Transition Plan: Governance, experience, transition plan (hiring, tech installation, risk mitigation).
  • Financial Capability & Business Stability: Financial stability, capitalization for 10-year contract, risk management.
  • Past Performance & Relevant Experience: Up to three examples in airport security, large-scale operations, or regulated environments. Task Order (Airport-Specific) Factors:
  • Airport-Specific Solution & Tailoring: Execution at specific airport, ConOps.
  • Innovative Concepts: Proposed innovations and their impact.
  • Stakeholder Engagement & Alignment: Plan for engaging airport authorities, airlines, local stakeholders.
  • Implementation Plan, Milestones, and Risk Management: High-level plan, milestones, risks/mitigation.
  • Price / Cost for Airport-Specific Solution: Price proposal at or below Government’s cost baseline.
