Purpose & Scope
TSA Gold+ aims to accelerate innovation, improve passenger experience, and ensure operational excellence by leveraging industry expertise. It builds on the Screening Partnership Program (SPP) and is designed as a voluntary, opt-in model for airports. Contractors will deliver a comprehensive, turnkey solution for security screening technology and skilled personnel, with TSA transitioning to primarily a security regulator role. The scope includes security screening for passengers and property, technology delivery/maintenance, and full program management.
Key Program Details
- Contract Structure: The program will utilize an IDIQ contract with a base year plus nine option years, totaling a 10-year period of performance and a $12.9 billion ceiling. Each award will be to a single prime contractor, with teams and subcontractors permitted. Task orders will be aligned by airport.
- Funding & Cost: Procurement costs must not exceed the government's cost for staffing, while requiring the contractor to deliver the full scope. Funding covers staffing, technology, and maintenance, with specific appropriations detailed at the task order level. Financial security requirements can be met via escrow, letter of credit, performance bond, or corporate guarantee.
- Technology & Equipment: Contractors will deliver, install, integrate, test, and maintain turnkey security screening technology solutions, adhering to TSA's architecture and technical standards. This includes operating and maintaining TSA-owned legacy equipment during modernization. All solutions must comply with TSA cybersecurity policies and obtain Authority to Operate (ATO) or Authority to Connect (ATC).
- Workforce: Contractors are free to design staffing models, and incumbent Transportation Security Officers (TSOs) are expected to transition to Gold+ contractors, complying with FAR Clause 52.207-3.
- Performance Metrics: Performance will be measured using outcome-based metrics across families such as security, wait times, and customer experience. Monthly incentive/disincentive calculations will be applied based on auditable performance data.

Proposals will be evaluated using a best-value tradeoff approach, considering technical merit and risk alongside price.

An Industry Day was held on May 21, 2026, and the feedback period for the draft PWS and Evaluation Factors closed on May 27, 2026. TSA anticipates releasing the IDIQ Request for Proposal and subsequent Task Order RFPs, with Award & Obligation targeted for September 2026.
