This is a synopsis for Architect-Engineer (A-E) services for the 35% to Ready-to-Advertise (RTA) design of the Survivable Airborne Operations Center (SAOC) 2-Bay Maintenance Hangar at Offutt Air Force Base, Nebraska. The project includes site investigations, geotechnical investigations, space planning, complete design documents for construction, interior design, parametric and construction cost estimating, and other A-E services. Construction Phase Services (CPS) may also be included.

• Design of a fully enclosed 280,200 SF 2-bay maintenance hangar to accommodate two (2) fully enclosed Boeing 747-8i aircraft.

• Facility to include an Aircraft Maintenance Unit (AMU), 8,000 SF of consolidated tool kit (CTK) space, and 8,000 SF of contractor logistics support (CLS) supply space.

• Construction includes concrete foundation, steel high bay, metal roof, dual bridge crane, motorized hangar doors, fire alarm and suppression systems, and necessary support areas (administrative, tool room, supply, shop, locker, break areas, secure space).

• Project includes utilities, pavements, site improvements, communications, airfield pavement access, storm water retention, storm drainage, and lighting.

• Facility will be constructed in an area with a high water table and will incorporate appropriate cybersecurity measures for control systems.

• Design must comply with DoD Unified Facilities Criteria (UFC) 1-200-01 and DoD antiterrorism/force protection requirements per UFC 4-010-01.

• Cost estimates must use the Corps of Engineers Micro Computer Aided Cost Estimating System (MCACES) – Second Generation (MII).

• Design work must comply with DoD UFC documents and applicable building codes.

• Utilize Advanced Modeling including Building Information Modeling (BIM), Civil Information Modeling (CIM), Geographic Information Systems (GIS), and Computer Aided Drafting (CAD).

• Specifications to be produced in SPECSINTACT using Unified Facilities Guide Specifications.

• Design review comments and responses via U.S. Army Corps of Engineers Review Management System ProjNet/DrChecks.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance: 6 years (2-year base for design, 4-year option for CPS)

• Estimated Construction Cost: Greater than $500,000,000

• Anticipated Award: June/July 2026

• Submission Format: SF330 (Architect-Engineer Qualifications)

• Evaluation Criteria (Secondary - Tiebreaker): Small Business Participation, Geographic Proximity, Volume of DoD A-E Contract Awards.

• North American Industrial Classification System (NAICS) code: 541330 (size standard $25,500,000 in annual receipts).

• Announcement is Unrestricted and open to all businesses regardless of size.

• Large businesses must comply with FAR clause 52.219-9, Small Business Subcontracting Plan (required with price proposal).

• Firms must complete a VETS-1442 report.

• A conceptual 35% design is being developed under a separate contract and will be provided.
