This announcement serves as a Solicitation Posting for Formal Request for Proposal (RFP) W58RGZ-26-R-0008.
The Army Contracting Command-Redstone Arsenal (ACC-RSA), on behalf of the United States Army Aviation and Missile Command (AMCOM) Logistics Center (ALC) Aviation Field Maintenance (AFM) Program, executed by the Aviation Field Maintenance Directorate (AFMD), is releasing this FORMAL RFP for the East and West regions. The AFM Program enables sustainable unit and equipment readiness by augmenting Army rotary-wing aviation field-level maintenance capabilities and responding to aviation maintenance surge requirements throughout the world. This includes supporting aviation field units (pass-back maintenance, other Level of Effort (LOE)), Modification Work Order (MWO) applications, and any residual or emerging Reset-like requirements. The AFM requirement includes, but is not limited to, aviation maintenance support at the Aviation Logistic Readiness Centers (LRC-As), Combat Aviation Brigades (CABs) at various Continental United States (CONUS)/Outside Continental United States (OCONUS) sites, Training Centers, Foreign Military Sales (FMS), and Light Utility Helicopter units worldwide.
The applicable North American Industry Classification System (NAICS) code for this acquisition is 488190 - Other Support Activities for Air Transportation. The Small Business Size Standard is $40 million in average annual receipts. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs.
The Government proposes to award two hybrid "C"-type contracts. These will include a ninety-day transition-in period, a one-year base performance period, and nine one-year options, with an additional six-month option for extension (FAR 52.217-8, “Option to Extend Services”). The contracts will be awarded using a best-value trade-off approach.
