• Contract Maximum: $800,000,000.00

• Period of Performance: Five-year base ordering period.

• Proposals are due by June 15, 2026, 10:00 AM ET.

• Proposals will be evaluated on a Pass/Fail or Acceptable/Unacceptable basis.

• Evaluation factors include Security (Pass/Fail), Technical Expertise and Management (Acceptable/Unacceptable), and Small Business Participation (Acceptable/Unacceptable).

• Price or cost will not be evaluated for the IDIQ contract award but will be considered for task order selection decisions.

• Small Business Participation is a key evaluation factor.

• Large business offerors are required to complete a Small Business Participation Plan (SBPP).

• The classified Statement of Work (SOW) is incorporated by reference and will be sent through different channels.

• All data items shall be marked in accordance with relevant security classification guides.

• Offerors are encouraged to submit questions through the Q&A process.

Presolicitation Notice

This document is a presolicitation notice, not a solicitation. It announces the Virginia Contracting Activity's requirement for Data Science, Operations, Requirements, Exploitation and Enhanced Engineering (DORE3) services. These services are intended to sustain mission management and execution responsibilities, including capability gap analyses, rapid prototyping, test & evaluation, planning, and technical collection operations.

The SOW covers 11 support areas:

• Collection Concept Development

• Collection Planning and Operations Support

• Data Sciences Support

• Technical Exploitation Support

• Internet of Things (IOT), Social Media & Open-Source Support

• Application/Web/Collaboration Support

• Program/Project Support

• Rapid-Response SME Support

• Academic/Industry Outreach and Innovation

• Rapid Engineering and Prototyping Support

• Contract Project Management and Common Tasks Advisory and Assistance Services will be required for all support areas.

• The Place of Performance varies and will be identified in each Task Order.

• A Request for Proposal (RFP) is anticipated on or about May 14, 2026.

• The solicitation and any amendments will be posted on Sam.gov.

• Classified attachments will be posted to NSA ARC.

• The requirement is anticipated to be full and open.
