The Naval Air Systems Command (NAVAIR) hereby issues the following synopsis for VH-92A Precision Landing Visibility (PLV) retrofit kits. This is a follow-up announcement to the Sources Sought, 2025-APM274-BOA-0001, previously posted to SAM.gov on 6 January 2025. The Sources Sought announcement is now closed. Two (2) responses were received and adjudicated.
NAVAIR intends to negotiate and award a delivery order under Basic Ordering Agreement (BOA) N00019-23-G-0002 to Sikorsky Aircraft Corporation (Sikorsky), a Lockheed Martin company on an other than full and open competition basis. The resultant order will be for PLV retrofit kits in support of VH-92A. Sikorsky is the only known source with the knowledge, experience, expertise and the necessary proprietary technical data required to perform this effort. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements".
This notice of intent is not a request for competitive proposals. However, interested parties are requested to submit a capability statement for the purpose of determining whether to initiate a competitive procurement. All responses received by the Government within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
