The Structures are critical to the protective posture of the IDF and are needed at various IDF bases in Israel as soon as possible. The following types of PCE structures are anticipated: security rooms, shelters, modular protected structures, military protected spaces, corridor elements, staircase elements, t-walls, and foundations. This solicitation will be awarded on a basis of Full and Open to United States (U.S.) firms. Competition is limited to U.S. firms due to the Foreign Military Financing (FMF) funding. This solicitation will follow Federal Acquisition Regulations (FAR) Part 15 Contracting by Negotiation, Lowest Price Technically Acceptable (LPTA) Source Selection Procedures. All proposal material is required to be submitted electronically in accordance with the following provisions listed in this paragraph (i.e., no hard copies will be accepted). All proposals in response to this solicitation shall be submitted electronically in the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/.
