Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work establishes the requirements for supplying footing materials and constructing complete block foundations for three non-habitable modular training venues at the Federal Law Enforcement Training Centers (FLETC).

• Furnish all concrete, reinforcing steel, masonry block, mortar, sand, sill materials, and anchor bolts.

• Construct complete block foundations above the Government-built concrete footings.

• Install all anchor bolts and grout all required block cores.

• Provide all rebar dowels and ensure alignment with anchor bolt locations.

• Coordinate with all Points of Contact (POCs) during modular home placement.

• Deliver all materials to FLETC Glynco Campus, Glynco, GA 31524.

• All products must meet or exceed ASTM and American Concrete Institute (ACI) standards.

• Provide Material Safety Data Sheets (MSDS) for all sealants, adhesives, and other chemical products.

• Government will inspect concrete quantities, rebar type/size/lengths, block installation/alignment, anchor bolt spacing/embedment, grouted block cores, and sill material quantities/suitability.

• Delivery to FLETC Glynco Campus, 1131 Chapel Crossing Road, Glynco, GA 31524.

• Block foundation construction begins after Government releases footings for masonry work.

• All blockwork must be completed before modular home delivery.

• Modular Home Specifications (Model: Cherry Blossom, Manufacturer: Clayton Venues, 28 ft x 56 ft) must be met or exceeded by any alternate Brand Name or Model.

• Included features for modular homes: Luxury Vinyl Plank flooring, closed-cell spray foam insulation, three 50-inch televisions, washer and dryer, fully installed HVAC system, delivery and factory setup. No plumbing line required.

• Contractor must provide specific quantities of concrete (3000 PSI, 42 cubic yards total), reinforcing steel (5/8-inch, Grade 60, 2,040 linear feet continuous rebar, 138 vertical dowels), split-face blocks (1,512 standard, 48 corner), Type S mortar (4.5 cubic yards total), masonry sand (3.0 cubic yards total), anchor bolts (138 total), pressure-treated lumber (42 boards), and foam barrier (504 linear feet).

• Government will install insulation and pressure-treated sill plate.

• Contractor delivery personnel must be vetted for FLETC access.

• Coordination with Clayton Venues is required for proper alignment and home placement.
