Statement of Objectives (SOO)

This SOO outlines the requirements for engineering, furnishing, installing, and testing (EFI&T) premise wiring within building B549 at Tyndall AFB. The new wiring will support the Unclassified but Sensitive Internet Protocol Router Network (NIPRNet).

• General Requirements: Provide all necessary materials, transportation, labor, management, tools, and incidentals. All materials must be new.

• Base Support: Identify and coordinate any required base support, such as laydown and storage areas, with 325CS.

• Restoration: Restore all disturbed grounds and base property to their original condition.

• Project Residue: Dispose of all project waste off-base in accordance with environmental laws. Removed premise wiring must be transported to DRMO. Verify recycling options for other waste materials.

• Commodity Requirements: Engineer, furnish, and install premise wiring infrastructure.

  • Install new network cabinets, UPS, patch panels, network switches, and Fiber Optic Cables (FOC) in existing Comm Rooms 122 and 133.
  • Terminate all Cat 6 cables into new patch panels.
  • All Cat 6 cables must be home run to locations approved by 325CS.
  • Ensure all equipment and network cabinets are properly grounded and bonded.
  • Verify all drop locations.
  • Install faceplates flush mount through drywalls where feasible; use double gang outlet boxes or surface mount raceway/EMT conduit as needed for other wall types. Paint conduit/raceway to match wall surfaces.
  • Data drop installations should be aesthetically pleasing and easily accessible.
  • Route all cables in a structured and orderly manner, secured with appropriate hardware.
  • Fire stop all cable penetrations per industry and safety codes.
  • Install plenum-rated cables where required.
  • All Cat 6 cables must be "Home Runs" from the user drop to the patch panel, not exceeding 300 feet.
  • Install cable drops according to the attached drawing.
  • All new Cat 6 cabling must have a "Blue" colored sheath.
  • All termination hardware and cables must be CAT 6 compliant and new.
  • Label all new premise wiring installations according to Tyndall AFB specifications.
  • Test and certify all new cable installations to Category 6 specifications.
  • Restore all working areas to their original condition.
  • Provide blue CAT 6 UTP RJ45 Patch Cords of various lengths for connections.

• Provide a milestone schedule detailing time-phased activities.

• A full-time, on-site Project Manager is required.

• Provide quality assurance support throughout the project.

• Maintain compliance with all federal, state, county, and base security and safety laws.

• Remove all debris daily; store equipment safely.

• Comply with environmental laws and regulations. Stop work and contact 325CS if asbestos is discovered.

• Chair a weekly Integrated Product Team (IPT) meeting.

• Schedule a final project walk-through at least 72 hours prior to completion.

• One year warranty or manufacturer's standard commercial warranty, whichever is longer.

• One year workmanship warranty, starting from the date of system/project acceptance.

• Period of Performance: Not to exceed three months after project start.

• Place of Performance: Tyndall AFB.

• Hours of Work: Routine hours are 0600-1500, Monday-Friday, excluding federal holidays. Off-hours work requires coordination with 325CS/SCOI, Contracting, and B549 building users at least two working days in advance.

• Work is UNCLASSIFIED. A DoD Secret Security Clearance may be required for personnel accessing classified areas.

• Process a Site Visit Request Letter with required personnel information at least one week prior to arrival.

• Contractor personnel must wear identification badges.

• Comply with all base installation standards and appropriate commercial/military/local installation standards.

• A list of applicable industry standards (BICSI, ANSI, TIA, IEEE, etc.) is provided.
