This is a combined synopsis/solicitation (RFQ) for commercial items, specifically prepared meals for the NGRF Event at Fort Carson. The procurement is a 100% total small business set-aside.

• Vendors must submit a menu with their quote, which will be used in the determination of best value.

• Award will be a firm-fixed-price purchase order.

• Pricing shall be valid for 30 days after the quote due date.

• Quotes are due by February 16, 2026, at 1400 MDT.

• Quotes must be transmitted electronically via email to james.s.rawlings.civ@army.mil.

• Quotes will be evaluated based on price and technical acceptability, with the lowest-priced technically acceptable quote representing the best value.

• Technical acceptability requires meeting the specifications in the SOW.

• This procurement is a 100% total small business set-aside.

• Small business size standard: $9,000,000.00.

• Vendors must be registered and "ACTIVE" in the System for Award Management (SAM) at the time of award.

• This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-06 (Oct 1, 2025).

• Payment will be processed through Wide Area Work Flow (WAWF).

• FAR 52.219-14 Limitations on Subcontracting is included, requiring that for services, no more than 50% of the contract performance amount be paid to subcontractors that are not similarly situated entities.

This solicitation is a Request for Quotation (RFQ) for prepared/catered meals for the Colorado Army National Guard at Fort Carson, Colorado. The contractor will be responsible for providing all personnel, equipment, materials, supervision, and quality control to deliver prepared meals to the specified location.

• Meal Types: Breakfast, Lunch, and Dinner meals.

• Service Period: February 26, 2026, through March 15, 2026.

• Delivery Location: Fort Carson RTI, 8721 Frank Baldwin Rd, Fort Carson, CO 80913.

• Meal Specifications: Minimum serving portions are detailed, adhering to "myplate.gov" recommendations for protein, grains, vegetables, and including fruits, dairy, and specific beverages. Hot meals must be family/group style, not individually packaged.

• Specific Meal Details: The document outlines specific menus and quantities for breakfast, lunch, and dinner for various dates and headcount estimates.

• Licensing: Contractors must submit a copy of their Colorado State/County/City Retail Food License and their last Commercial Kitchen Inspection with their quote.

• Delivery: Meals must be delivered hot or as boxed lunches within specified time windows for each meal period.

• Serving Utensils: Appropriate serving cutlery must be provided.

• Contract Type: Firm-Fixed-Price contract.

• Period of Performance: February 26, 2026 - March 15, 2026.

• Total Estimated Meals: Approximately 10,490 meals across three CLINs.

• Quote Submission: Must include a copy of the Colorado State/County/City Retail Food License and last Commercial Kitchen Inspection.

• Invoicing: Vendors may submit invoices after the completion of each CLIN/month time/period via WAWF. Payment will only be made for delivered, received, and accepted meals.

• Vendors must be licensed retail food vendors or subcontractors. Non-licensed vendors or those unable to meet licensing requirements should not quote.

• The Government reserves the right to increase or decrease meal numbers/dates up to 7 calendar days prior to delivery.

• All communication regarding changes must come directly from the Contracting Officer.
