Sole-Source Justification
The proposed contract action will utilize Other Than Full and Open procedures in accordance with RFO 6.104-1(a)(3). The Government has determined that Northrop Grumman Systems Corporation (CAGE Code: 5FVX5) is the only source possessing the necessary knowledge of the complex processes and tools required to compile and analyze the extensive data for this requirement. Soliciting from any other contractor would result in unacceptable delays, significant waste of taxpayer dollars, and a disservice to warfighters.
