Description:
The U.S. Army Corps of Engineers (USACE), Rock Island District (MVR), intends to issue a Request for Proposals (RFP) for the Advanced Contracting Initiative – Regional Contracts for Debris Management Services (ACI – RCDMS). The resulting contracts will provide rapid and comprehensive debris management and removal services in support of the Federal Emergency Management Agency (FEMA) and other Federal disaster response efforts, as authorized by Public Law 93-288, the Robert T. Stafford Disaster Relief and Emergency Assistance Act.
There is a significant and recurring need for large-scale debris management following natural and man-made disasters that exceed the capacity of state and local governments. Services may be performed throughout the United States and its Outlying Areas, as defined by FAR 2.101, including all Commonwealths, Territories, and Minor Outlying Islands.
Anticipated Contract Type, Number of Awards, and NAICS:
- Contract Type: Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contracts (SATOCs).
- Number of Awards: Up to ten (10) awards anticipated.
- Applicable NAICS Code: 562119, Other Waste Collection.
- Small Business Size Standard: $47 million.
Planned Scope of Work (Summary):
The contemplated contracts will provide rapid and comprehensive debris management and removal services in support of Federal disaster response efforts, which may include:
- Debris collection
- Reduction
- Hauling
- Management
- Related tasks under individual task orders

This notice includes the Draft Solicitation W912EK26RA0001 and associated schedules (Schedules A, B, C, G, L, and M).
Comments on the Draft RFP are due by 2:00 PM Central Time on Friday, December 12, 2025. Please follow the instructions in that Special Notice, including the use of ProjNet for inquiries.
Anticipated Solicitation Release and Response Dates:
The formal RFP W912EK26RA0001 is anticipated to be issued within the next 2–4 weeks, with proposals due approximately 60 days after issuance. Interested parties are responsible for monitoring SAM.gov for the solicitation and any amendments.
