This document provides responses to questions and clarifications regarding the presolicitation notice for 2 SLS Crane Rental.

• Base Access Requirements: Information regarding the process and timeline for contractor badging and equipment access to Vandenberg Space Force Base is requested. An Entry Authorization Letter (EAL) will be required, and a background check will be conducted for base access.
• Site Conditions/Setup Constraints: The document clarifies that there are no known ground bearing limitations, setup footprint constraints, or obstructions at Test Pad-01, provided asphalt is not an issue.
• Explosive Payload Experience: The SOW references knowledge of crane operations and rigging for explosive payloads. This is confirmed to be informational, as the boosters are inert and no explosives will be present.
• Radius of Pick: A question was raised regarding the 75' radius pick requirement. The response explains this is due to the crane turret's position relative to the trailer and the need to extend the boom. The process involves rotating the trailer vertically to remove the booster.

Amendment 01 was posted to correct the date for questions and answers from "by no later than 21 Apr 2026" to "by no later than 10 Apr 2026". The established deadline for the response date of April 21, 2026, has not been changed.

Amendment / Modification

• This amendment corrects a date related to questions and answers. The original deadline for questions and answers was stated as 'no later than 21 Apr 2026 @ 1:00 P.M. Pacific Daylight Time'. This has been corrected to 'no later than 10 Apr 2026 @ 1:00 P.M. Pacific Daylight Time'.

• The established deadline for the response date of April 21, 2026, 01:00 pm PDT has not been changed.

• The date for submitting questions and answers.

• The deadline for submitting questions and answers has been moved to an earlier date (April 10, 2026). The response deadline remains unchanged.

Statement of Work (SOW)

To provide a mobile crane solution for the "Mk21-b 'Trinity'" mission scheduled for an ILC in Q3 2026, specifically for emplacement and removal operations training. This effort supports the RSLP program office directed training required prior to the ILC.

• Provide one (1) mobile crane capable of lifting a total of 102,673 lbs (22,293 lbs Strongback weight + 80,380 lbs training booster + rigging equipment) from a maximum 75ft radius with an 85 ft hook height.

• The crane will be used for lifting the roof off the Strongback vehicle, attaching to the vehicle, erecting it over a breakover fixture, switching connections to the training booster, lifting the booster out of the Strongback, returning the booster to the Strongback, and replacing the roof.

• The crane must be operational inside Test Pad 01 (TP-01).

• Provide proper grounding for all equipment to prevent static electricity buildup.

• Provide all proofload certifications for any rigging used.

• Provide one (1) Crane operator and one (1) rigger. Operator must hold valid certifications, with copies to accompany the bid.

• Remove Strongback roof and place on dunnage.

• Lift the strongback trailer to a vertical position.

• Lift the training booster out of the Strongback vertically and place it back in.

• Replace the Strongback roof.

• Remove all equipment after the period of operation.

• The crane must be operational by the morning of May 5, 2026.

• The solution will remain operational until Close-of-Business (COB) on May 5, 2026, with an option to extend for an additional day if operations experience delays.

• Delivery of all equipment between 0800-1000 AM PST on May 5, 2026, to TP-01.

• Entry to Vandenberg Space Force Base through the Lompoc Gate.

• All equipment supplied by the vendor must be UL/ETL approved.

• Vendor shall have knowledge of crane operations and rigging for explosive payloads.

• Vendor should comply with all federal, state, Air Force, local, and county laws and regulations.

• Government will furnish electricity, access to TP-01, dumpsters for refuse, containers for recycling, security forces, fire protection, and emergency medical services.

• Government-furnished equipment includes: 1 Strongback, 1 Strongback spreader bar, 1 Lifting beam, 1 10ft 50 ton sling, and 1 55 ton shackle.
