Background / Context

The incumbent contract, W564KV-25-D-2001, expires on March 31, 2026. A follow-on contract award is currently under protest with the Court of Federal Claims (COFC), halting the transition from the incumbent contractor, Vectrus Federal Services GmbH. This bridge contract is necessary to provide continuous facility and engineering services and ensure life, health, and safety within US Army facilities after April 1, 2026.

Submission Requirements

This RFI is for informational purposes only and is not a request for competitive proposals. However, responsible sources who submit a capability statement or proposal within 5 calendar days of publication will be considered. The Government's determination to compete this requirement is at its sole discretion. Interested sources must submit written capabilities demonstrating their ability to execute the requirements and their plan to start work by April 1, 2026. Submissions must provide clear and convincing evidence that competition would be advantageous to the Government and avoid a break in service. Responses must include Company Name, Address, Business Size, and Points of Contact (name, phone, email).

Additional Notes

Submissions should be in an electronic format compatible with Microsoft Office 2016 applications (MS Word) and emailed to Thomas.R.Guyer.civ@army.mil and lisa.childs.civ@army.mil. This RFI is issued to meet DFARS 206.302-1(d) requirements.
