Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Defense Health Agency Contracting Activity (DHACA) intends to negotiate a sole-source contract with Illumina, Inc. for MiSeq i100 Plus sequencing instruments. This presolicitation notice aims to replace obsolescent Illumina MiSeq instruments globally within the Global Emerging Infections Surveillance (GEIS) network to ensure continuity of public health surveillance. Responses from interested parties are due by June 23, 2026.
Scope of Work
The GEIS Branch requires replacement of existing MiSeq, MiniSeq, and iSeq100 sequencers across its global partner laboratory network. The Illumina MiSeq i100 Plus Next-Generation Sequencing systems are the designated replacements, offering:
- Proprietary XLEAP-SBS chemistry for data continuity and unique data format.
- Room-temperature stable reagents to mitigate cold chain logistics in austere environments.
- Onboard DRAGEN Bio-IT Platform for local secondary data analysis, reducing data footprint by up to 80% and enabling operation within air-gapped security environments, crucial for Department of War (DoW) secure operations and obtaining Authority to Operate.
Replacements are needed at numerous locations including Tripler Army Medical Center (HI), Public Health Command Pacific (Japan, South Korea, WA), Naval Hospital Guam, Armed Forces Research Institute of Medical Sciences (Thailand), Public Health Command Europe (Germany), Naval Medical Research Unit SOUTH (Peru), Walter Reed Army Institute of Research Africa (Kenya), Walter Reed Army Institute of Research Europe-Middle East (Georgia), Naval Medical Research Unit EURAFCENT (Ghana), Defense Center for Public Health (MD), United States School of Aerospace Medicine (OH), Naval Health Research Center (CA), Naval Medical Research Command (MD), Walter Reed Army Institute of Research (MD), United States Army Medical Research Institute of Infectious Diseases (MD), and Naval Medical Research Unit INDO PACIFIC (Singapore).

Evaluation
This is not a request for competitive proposals. The Government will consider capability statements, including technical data and cost, to determine if a competitive procurement is feasible. The sole-source rationale is based on Illumina's proprietary technology (XLEAP-SBS chemistry, room-temperature reagents) and unique system architecture (onboard DRAGEN for secure, air-gapped operations) which are essential for data continuity and DoW secure environment requirements.
Additional Notes
Submit capability statements via email to Jeffrey Sprecher at jeffrey.b.sprecher.civ@health.mil. Attachments should be in PDF, MS Word, or Excel format. No phone calls will be accepted.
