This solicitation is for General Construction Indefinite Delivery, Indefinite Quantity (IDIQ) contracts to be awarded to multiple offerors (up to five, with the right to award to more or less). The IDIQ contract will be used to execute individual task orders for facilities renovation, remodel, modernization, or improvement projects. The total aggregate value for the IDIQ contract is up to $9,800,000.00 for a four-year ordering period. Individual task orders will range in value from $3,000 up to $3,500,000.

• The scope of work includes general construction services, with specific tasks detailed in individual task orders. Examples include fire alarm and suppression systems, electrical and HVAC equipment installation/modification, plumbing, masonry, interior finishes, site paving, and window maintenance.

• Contractors must provide all necessary personnel, material, equipment, services, and facilities.

• A site-specific Safety Plan is required within 7 days of award.

• Safety-related equipment, including PPE, must be provided.

• Safety-related training is required for contractor personnel.

• Health hazard assessments and medical evaluations may be required.

• Compliance with Homeland Security Presidential Directive (HSPD)-12 is required for physical or logical access to NIST facilities or IT systems.

• A roster of all staff working under the acquisition must be submitted.

• Deliverables will be defined in the Statement of Work (SOW) of each task order.

• Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ), Firm-Fixed-Price.

• Period of Performance: Four (4) years, with a Base Ordering Period of 12 months and three subsequent Ordering Periods of 12 months each.

• Estimated Value: Total aggregate value up to $9,800,000.00 for the IDIQ contract.

• Minimum Contract Value per Task Order: $3,000.00

• Technical Proposals will be evaluated based on five factors: Bonding (Pass/Fail), Relevant Multidisciplinary Experience (Pass/Fail), Technical Approach (Adjectival Rating), Past Performance (Adjectival Rating), and Experience Modification Rating (EMR) (Adjectival Rating).

• Price Proposals will be evaluated for fair and reasonableness but not scored.

• Awards will be made to offerors determined to be the most highly qualified and providing the best value.

• Key deadlines: Questions due by May 5, 2026. Offers due by May 20, 2026, 12:00 PM ET.

• The solicitation does not specify any set-asides. It is intended for multiple award task order contracts (MATOC).

• NIST reserves the right to on-ramp or off-ramp contractors from the IDIQ pool.

  • Laboratory process gas distribution and storage installation and modification
  • Construction of laboratory cabinets, countertops, fume hoods, and exhaust systems
  • Exterior envelope modifications (masonry, glazing, foundations)
  • Door modifications
  • Interior changes (metal/gypsum board, flooring, ceiling modifications)
  • Site paving, concrete work, and site utilities construction

• Contractors must comply with applicable Occupational Safety and Health Administration (OSHA) standards, as well as state and local laws and codes.

• A site-specific Safety Plan is required within 7 days of award.

• All safety-related equipment, including Personal Protective Equipment (PPE), must be provided.

• Safety-related training is required for all affected personnel.

• Health hazard assessments and medical evaluations must be provided.
