Scope of Work
The IDIQ will cover a broad range of general construction services for NIST's technically sophisticated R&D facilities. Individual task orders will range from $3,000 to $3,500,000. Specific tasks may include, but are not limited to, fire alarm and suppression systems, electrical and HVAC modifications, plumbing, laboratory process gas systems, construction of lab cabinets, exterior envelope modifications, door and interior changes, site paving, concrete work, and site utilities. This is not a design-build contract; requirements will be designed by others.

- Key Requirements: Contractors must adhere to NIST's comprehensive guidelines for site access, safety (including a site-specific Safety Plan within 7 days of award, PPE, training, health assessments), security (HSPD-12 compliance, NIST ID badges, background investigations), and prevailing wage rates (MD20260120). NIST also has on-ramp/off-ramp procedures for contractors.

- Technical Evaluation Factors: Bonding (Pass/Fail), Relevant Multidisciplinary Experience (Pass/Fail), Technical Approach (Adjectival Rating), Past Performance (Adjectival Rating), and Experience Modification Rating (EMR) (Adjectival Rating). Past Performance Questionnaires (PPQ) are critical.
- Price Evaluation: Evaluated for fair and reasonableness, but not scored.
- Award Basis: Best value to the most highly qualified offerors.
