NIST intends to award up to three (3) IDIQ contracts for MEP AE services, focusing on planning, evaluation, design, and engineering for the maintenance, modification, and improvement of specialized facility mechanical and electrical systems. This is NOT a design-build contract, though some construction management services may be required. Potential task orders, ranging from $75,000 to $5,000,000, may include:
- Replacement of potable water lines, major electrical equipment, and air handling units.
- Short circuit studies, electrical relaying studies, and fire alarm system upgrades.
- Laboratory and office renovations, elevator modernization, and restroom renovations.
- Replacement/upgrade of hydronic cooling systems and building steam stations.
- Installation of building-wide metering systems.
Design Phase Services include surveying, investigations, preparation of studies, reports, design documents, specifications, cost estimates, and construction schedules. Construction Phase Services involve material submittal reviews, RFI/Change Order responses, schedule analysis, quality assurance, inspections, record drawing preparation, and commissioning support.

Evaluation
Award will be based on qualifications representing the best value to the Government. Offerors will be invited to Phase Two. The Contracting Officer will examine responsibility criteria per FAR 9.104-1 and definitive responsibility criteria. A specific experience requirement is noted: at least one contract completed or substantially completed (75%) within the last 7 years valued at $1,000,000 or more, demonstrating experience as a prime or subcontractor with a floating plant for removal or placement of a submerged or partially submerged structure greater than 5000 cubic yards under riverine environment with water velocities greater than 4 ft/s.
