Contract Details

This is a Multiple Award Task Order Contract (MATOC), Indefinite Delivery/Indefinite Quantity (IDIQ). The contract period is one base year plus four one-year ordering periods. The total contract ceiling for all MATOC awards combined is not to exceed $9,800,000, with a guaranteed minimum of $5,000 for each awarded offeror. This is a 100% Total Small Business Set-Aside under NAICS code 541330 (Engineering Services), with a size standard of $25.5 million. Firms must demonstrate the capability to perform at least 50% of the work with in-house staff and be registered/licensed in Maryland. Joint ventures are not accepted.

Submission & Evaluation

This is a two-phase solicitation. Phase One requires submission of SF 330s (Architect-Engineer Qualifications), Parts I and II, and other qualifying documentation. Pricing is not requested in Phase One. Evaluation factors include: Specialized Laboratory Design Experience (Go/No-Go criteria), Professional Qualifications, Capacity to Accomplish Work, Past Performance, and Location of Firm. Offerors must provide five project examples completed within the past seven years (2019 onwards). Key personnel resumes (one per role) are required for Project Manager, Senior Mechanical Engineer, Senior Electrical Engineer, and Senior Plumbing/Piping Engineer. For Design-Build task orders, key personnel must have DBIA Associate level certification. Past Performance Questionnaires (PPQs) must be submitted directly by references to NIST by June 10, 2026, 5:00 PM EDT.
