This Presolicitation notice of intent to issue a sole source award is in support of Aviation Turbine Engines (ATE), engineering and program management services to include technical and engineering efforts, resource management support, cost estimating/analysis, schedule development/assessment, program management plans and integration, strategic planning and analysis, acquisition support, data base management for resource management support, integrated product support and operational requirements in support of ATE PO.
This procurement will be processed pursuant to10 U.S.C. 3204(a)(5) as implemented by FAR Part 6.302-5(a)(2)(i) – “Authorized or required by statute – A statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source.” This is an exception to Full and Open Competition utilizing the Pilot Program to Incentivize Contracting with Employee-owned Businesses as authorized under Section 874, National Defense Authorization Act for Fiscal Year 2022 and amended by Section 872, National Defense Authorization Act for Fiscal Year 2024.
The proposed sole source award is to Avion Solutions, Inc. (Avion), 4905 Research Dr., Huntsville, AL 35805-5905. CAGE Code 1BFU7. Avion is the current prime contractor performing the effort and is a 100% employee-owned business through an Employee Stock Ownership Plan (ESOP). Therefore, they’re deemed a “qualified business” for the ESOP Pilot Program. The program incentivizes and expedites the award of follow-on contracts to qualified businesses for the continued development, production, or provision of products or services previously procured by or for the Department of Defense (DoD).
Avion certifies as a qualified business where 100% of the outstanding stock is held through ESOP. Avion also has at a minimum performance rating of Satisfactory (or the equivalent) for the predecessor contract in the Contractor Performance Assessment Reporting System (CPARS) (see Federal Acquisition Regulation (FAR) Subpart 42.15, Contractor Performance Information).
