This Request for Quotations (RFQ) is for Marine Security Guard Residence (MSGR) Cook Services at Embassy Properties in Nepal. The U.S. Government intends to award a contract or purchase order to the responsible company submitting an acceptable offer at the lowest price.

• Provide food services for U.S. Embassy Nepal, Kathmandu Post - Marine Security Guards.

• Furnish all managerial, administrative, and direct labor personnel.

• Schedule cooking and serving for breakfast, lunch, and dinner Monday-Friday.

• Clean kitchen, dishes, and appliances after each meal.

• Maintain discipline and adhere to standard of conduct.

• Provide key personnel: MSG Detachment Cook with at least 3 years of experience.

• Maintain a minimum of 30-day supply of frozen, canned, and/or dry foods.

• Provide food quality equivalent to USDA standards or better.

• Offer a 20-day menu cycle with variety, accommodating dietary restrictions.

• Maintain a standard of service comparable to quality commercial food service operations.

• Comply with all applicable laws, codes, ordinances, and regulations.

• Contract type: Firm-fixed-price.

• Period of Performance: One year from the date of contract award, with one one-year option to renew.

• VAT: 13% VAT is not included in CLIN rates and will be priced as a separate line item.

• Quotations are due by 28-May-2026, 1659 Hrs Kathmandu local time.

• Submit quotations electronically to KTMContracts@state.gov in MS-Word, MS-Excel, or PDF format (max 20MB per file).

• Required submissions include: SF-1449, Section 1 (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and proof of SAM Registration.

• Evaluation will be based on lowest priced, technically acceptable offer from a responsible contractor.

• Evaluation factors include: Compliance Review, Technical Acceptability, Culinary Practical, Price Evaluation, and Responsibility Determination.

• Offerors must be registered in the SAM (System for Award Management) database prior to submission.

• No specific set-aside is mentioned.

• Offerors must complete and submit SF-1449, Section 1, Section 5, additional information, and proof of SAM Registration.

• Government Furnished Property (GFE) will be provided, including kitchen appliances and cookware.

This is a pre-solicitation notice for food services program for the U.S. Government Kathmandu Post for Marine Security Guards at the Marine Security Guard Residence (MSGR). The contractor will be responsible for providing all necessary managerial, administrative, and direct labor personnel, as well as transportation, to perform the services.

• This solicitation is not ready to be issued as of this date; it will be launched on the SAM.gov website when available.
