This Request for Quotations (RFQ) is for the supply and delivery of UPSs (Uninterruptible Power Supplies) and EBMS (Electronic Battery Management Systems) to the U.S. Embassy Nepal. The contractor will be responsible for all aspects of the work, including logistics, customs, shipping, transportation, insurance, and associated management support functions.

• Supply and delivery of new and authentic UPSs and EBMS.

• Specific items include various APC Symmetra LX models (8kVA, Extended Run, 4kVA Power Module, Battery Module), a Wired Sensor NetBotz, APC Symmetra LX rack-mounting rails, a Service Bypass Panel, and a Communications Card.

• Other charges, such as shipping and handling, are also included.

• Value Added Tax (VAT) is not included in CLIN rates and will be priced as a separate line item.

• This is a firm-fixed price type of purchase order/contract.

• Delivery is FOB Destination.

• Delivery is required within 30 days after the contract award date.

• Quotations are due by 04:59 pm Kathmandu local time on July 6, 2026.

• All queries must be submitted by 04:59 pm Kathmandu local time on June 18, 2026.

• Quotations must be submitted electronically to KTMContracts@state.gov.

• Submissions must be in MS-Word, MS-Excel, or Adobe Acrobat (pdf) format, not exceeding 20MB per file.

• Award will be made to the lowest priced, acceptable, responsible quoter.

• Evaluation will consider price, acceptability (compliance with RFQ terms and specifications), and responsibility (FAR 9.1 requirements).

• Additional evaluation items may include company brochure, client list, technical proposal, financial statement, and physical samples/photographs.

• The acquisition is unrestricted.

• Offerors must be registered in the System for Award Management (SAM) at the time of proposal submission.

• The solicitation includes numerous FAR and DOSAR clauses incorporated by reference and in full text, covering topics such as tax on foreign procurements, cybersecurity, combating trafficking in persons, and representations and certifications.

The contractor will be responsible for all necessary managerial, administrative, and direct labor personnel, as well as transportation, tools, instrumentation, equipment, and supplies required to perform the services.
