Justification for Sole Source
The Government intends to solicit and negotiate with Other Than Full and Open procedures in accordance with FAR Part 6.302 and 10 U.S.C. 3204(a)(1). This is due to the Government not owning production-level technical data, making Honeywell International the only known source with adequate knowledge and capabilities to repair the F-15E's Air Data Processor and ensure equipment compatibility.
Amendments & Updates
The solicitation has been amended to extend the proposal due date to January 30, 2026. Key documents, including the Performance Work Statement (PWS) and Contract Data Requirements List (CDRLs), have been revised. The IUID requirement for CLIN 0001 and related CDRLs have been removed.
