This document is a Request for Quote (RFQ) from the U.S. Bureau of the Census (USCB) for the procurement of Pressure Seal Paper (PSP). PSP is a specialized paper designed for secure, envelope-free mailing and integration with the Search Console to improve website functionality.

• The contractor shall provide 8 ½" x 11" / "V" fold Pressure Seal Paper.

• Specifications include sub 28lbs White Pressure Duplex, Seal Mocr, Prints 1/1, 1 ink Blank based on customer perfs, with NO block out and adhesive pattern.

• Total quantity required is 8,400,000 sheets, delivered in three segmented dates.

• Each delivery will consist of 2,000 sheets x 4,200 cartons, totaling 8,400,000 sheets.

• Deliveries are scheduled for May 1, 2026 (2.8 million sheets), July 1, 2026 (2.8 million sheets), and September 1, 2026 (2.8 million sheets).

• The contract type will be Firm-Fixed Price (FFP).

• The period of performance is for three segmented delivery dates as listed above.

• Quotes must be submitted electronically via SEWP's quote portal no later than Friday, April 24, 2026, 5:00pm EST.

• Quotes must conform to all solicitation provisions and be prepared in accordance with the specified section.

• Quotes with exceptions will not be accepted.

• Award will be based on the lowest evaluated price of quotes that are technically acceptable.

• Technical acceptability will be evaluated based on whether the quote clearly meets all requirements in Section 5 - Requirements.

• Price reasonableness will be assessed on the total evaluated price.

• The target task order award date is April 28, 2026.

• Submissions from other than small business concerns will not be accepted.

• The document incorporates various FAR and CAR clauses, including those related to telecommunications and video surveillance services/equipment (Section 52.204-24, 52.204-25, 52.204-26), disputes, and contract terms and conditions for commercial items.

• Offerors must represent their status regarding covered telecommunications equipment or services.

• The Contracting Officer is Rhonda Talbert.

• Total quantity: 8,400,000 sheets, delivered in 2,000 cartons per shipment, totaling 2.8 million sheets per delivery.

• The contractor shall provide Pressure Seal Paper that meets all requirements specified in Section 5.

• Contract Type: Firm-Fixed Price (FFP).

• Period of Performance: Three segmented delivery dates: May 1, 2026; July 1, 2026; and September 1, 2026.

• Quotes must be submitted electronically via SEWP's quote portal no later than Friday, April 24, 2026, 5:00pm (EST).

• Quotes must be technically acceptable and based on the lowest evaluated price.

• Quotes with exceptions will not be accepted.

• Award will be made on the basis of the lowest price technically acceptable offer.

• Target task order award date: April 28, 2026.

• Submissions from other than small business concerns will not be accepted.

• The procurement is against a contract held by a NASA SEWP V small business contract holder.

• The Contracting Officer is Rhonda Talbert.

• Invoicing and payment procedures are detailed, including the use of the Invoice Processing Platform (IPP).

• Various FAR and CAR clauses are incorporated by reference, including those related to telecommunications and video surveillance equipment, disputes, and service of protest.
