Scope of Work

The objective is to maintain a safe, sanitary, and professional environment. Services include removing dirt, grime, mold, mildew, spider webs, and gum, and cleaning roof gutter systems. The Period of Performance is anticipated from July 15, 2026, through August 15, 2026, at USCG TRACEN Cape May, NJ.

Information Sought from Vendors

The USCG seeks information on vendor capabilities, experience, best practices, maintenance protocols, technical support, risk mitigation, logistics, timeframe for completion, and cost-effective solutions. Specifically, respondents should provide:

  • Organization details (name, address, website, POC, socioeconomic status, UEI).
  • Information/resources needed from the government.
  • Existing government-wide acquisition contracts (GWACs) or strategically sourced contracts.
  • Recommended contract types.
  • General comments and feedback.
  • Demonstration of capability, including specific experience, suggested cleaning techniques (addressing environmental compliance per the SOW and references), estimated timeframe for 14 buildings, anticipated logistical challenges and solutions, and typical cost structure/pricing methodology.
  • Details on anticipated subcontracting or teaming arrangements.

Environmental Compliance

Bidders must demonstrate compliance with Section 4.4 ENVIRONMENTAL PROTECTION REQUIREMENTS of the Statement of Work (SOW), including adherence to the TRACEN Cape May Stormwater Permit, Stormwater Pollution Prevention Plan (SWPPP), and the USCG Stormwater Management Job Guide 2023. Contractors must manage wash water, debris, and waste according to regulatory requirements.

Site Visit & Base Access

A site visit is scheduled for Wednesday, May 13, 2026, at USCG Training Center Cape May. Interested parties must RSVP to Dermont Ratzel (Dermont.W.Ratzel@uscg.mil) by COB Friday, May 8, 2026. Contractors must obtain a Visitor Access Form and submit it at least 72 hours prior to the visit, pass a background check, and present valid identification for base entry.
