Statement of Work (SOW)

To provide recertification, annual preventive maintenance, parts, labor, travel for remedial repairs, software updates, and application technical support for one Illumina MiSeq Next-Generation DNA Sequencing System (serial number M07852) used by NOAA at the Hollings Marine Laboratory.

• One-time Instrument Recertification: Includes comprehensive inspection, diagnostics, replacement of non-compliant parts, installation of current manufacturer firmware/software, and verification of system performance.

• Annual Preventive Maintenance: One on-site visit for cleaning, inspection, and calibration of components and systems.

• Corrective Maintenance & Emergency Repairs: Full coverage repair services including parts, labor, and travel. A two-business-day on-site response target for emergency repairs.

• Software and Firmware Updates: Installation of manufacturer-released updates.

• Application Technical Support: Telephone and email support available 18 hours per day, 5 days per week.

• OEM Replacement Parts: All parts must be OEM and meet or exceed manufacturer specifications.

• Period of Performance: 5/1/26 - 4/30/27

• Place of Performance: NOAA Hollings Marine Laboratory, Charleston, SC 29412

• Contractor must have a written agreement authorizing access to manufacturer proprietary parts, tools, and documentation.

• Service engineers must be factory-trained, authorized, and certified by Illumina.

• All work must be performed in accordance with manufacturer's service manuals and specifications.

• IT Security Requirements: Contractor must comply with relevant Department of Commerce IT security regulations, including NIST guidelines for data sanitization and secure configurations. Contractor shall not require the use of contractor-owned equipment and will not have remote access to Government-owned equipment.

This document is a notice to NOAA contractors regarding the transition to the Invoice Processing Platform (IPP) for electronic invoicing. Effective October 1, 2023, all contractor payment requests will be processed through this secure, web-based system provided by the U.S. Department of the Treasury.

• Action Required: Contractors must be enrolled in the IPP to submit invoices for contracts with NOAA.
• Enrollment Process: If not already enrolled, NOAA will initiate the enrollment process, and registration instructions will be sent via email from ipp.noreply@mail.eroc.twai.gov. Vendors should add this email to their address book.
• Login Credentials: Upon enrollment, vendors will receive an initial administrative IPP User ID and a temporary password, which must be used within 30 days.
