Scope of Work
The contractor shall provide routine and corrective maintenance, servicing, testing, and operational support for potable water treatment systems. This includes domestic water treatment systems, filtration skid systems, reverse osmosis systems, centrifugal and booster pumps, electronic control panels, and expansion/air separator tanks. The work involves applying physical and chemical treatment methods, equipment servicing, and water quality testing to control corrosion, scaling, deposits, and microbiological fouling.
Key Requirements / Deliverables
- Supply and apply required chemical products, monitor performance, and report results.
- Preserve interior waterside of current piping, potable water systems, and sprinkler piping/equipment.
- Ensure proper operation of water treatment equipment and provide "support service water treatment."
- Conduct site assessment, project management, professional water treatment services, logistics, cost estimating, and scheduling.
- Comply with NSF, AWWA, SDS, ASTM, NFPA, UL, IEEE, NEMA, and OSHA standards, as well as manufacturer O&M instructions.
- Provide 16 hours of annual familiarization training in English.
- Review facility water treatment logs and operating logs.
- Submit a written service report within 10 business days after each visit.
- Maintain a quality control process and ensure personnel are trained and certified in safety procedures.
Contract Details
- Contract Type: Firm Fixed Price.
- Period of Performance: One-year base period, with a maximum of four one-year optional periods.
- Estimated Start Date: No later than December 31, 2026.
- Payment: In US Dollars; prices are firm and not subject to escalation or currency fluctuations.
- Set-Aside: Unrestricted.
Submission & Evaluation
Proposals must be submitted in three separate volumes: Executed SF 1442 and Section K; Price Proposal (Section B); and Performance Schedule/Business Management/Technical Proposal. Award will be made to the lowest priced, technically acceptable, responsible offeror. Evaluation will include an initial review for completeness, technical acceptability, and contractor responsibility (financial resources, performance capability, integrity, experience, equipment, and eligibility). The Government may award based on initial proposals without discussions.

The solicitation includes numerous FAR clauses incorporated by reference and specific exhibits such as a Maintenance Plan, Work Order Form, Personnel Requirements, and Cost Proposal. Repair and Emergency Service options are not included in the base agreement but rates are provided.
