Submission & Evaluation
Proposals must include completed solicitation documents, SF-1449 cover page, Section 1, and Section 5. Offerors are required to submit separate Technical and Price Proposals. Electronic submissions are accepted via email to mbabaneprocurement@state.gov.
Evaluation will be based on a Best Value Tradeoff approach, where technical acceptability and other factors are significantly more important than cost or price. Offerors must demonstrate their ability to perform, including providing a Project Manager, evidence of an established business, SAM registration (or proof of process started), past performance, necessary personnel/equipment/financial resources, a plan for local licenses/permits, proof of personnel training, a proposed methodology and work schedule, and three customer references with US Dollar value. SAM registration is required prior to contract award.
A Pre-proposal Meeting is scheduled for Thursday, February 19, 2026, at 10:00 local time at the Embassy compound.
