Preventive Maintenance (PM) and Unscheduled Repairs of Miscellaneous Food Processing (MFP) Equipment – Group 42

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide preventive maintenance (PM) and unscheduled maintenance & repair (UM) services for miscellaneous food processing (MFP) equipment at Defense Commissary Agency (DeCA) locations within the contiguous U.S., Alaska, Hawaii, and Puerto Rico. The goal is to ensure the continuous and safe operation of this equipment, supporting uninterrupted grocery resale services.

• Preventive Maintenance (PM): Regularly scheduled maintenance to prevent unexpected failures. Includes inspections and adjustments to keep equipment in proper working order.

• Unscheduled Maintenance (UM): On-demand adjustment, repair, removal, disassembly, or cleaning of equipment to fix or correct issues and ensure safe operation.

• Services are to be performed on-site at DeCA commissary locations.

• Contractor is responsible for providing all labor, supervision, equipment, tools, materials, parts, transportation, and permits.

• UM Response Time: Respond to UM service calls within one business day.

• UM Service Completion: If additional costs are incurred, present a UM service plan within one business day and complete services within seven days of COR acceptance or receipt of replacement parts.

• PM Schedule: Provide initial PM schedule and checklists within 15 days of contract award, with an initial PM completed within 30 days.

• Reporting: Communicate discovered repairs from PM services to the COR via email within five business days of assessment.

• Services are required at DeCA's contiguous United States (CONUS), Alaska, Hawaii, and Puerto Rico commissary locations.

• Service hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. local commissary time, excluding federal holidays.

• Non-Personal Services Contract: Government will not supervise contractor employees or control work methods.

• Personnel Qualifications: Contractor must provide qualified, experienced personnel who can effectively communicate in English.

• Software Compatibility: Contractor software must be compatible with Microsoft Office Suite.

• Environmental Practices: Utilize environmentally sound practices, processes, and products where possible.

• Safety: Comply with OSHA, DOD, DeCA, and Installation safety regulations, as well as manufacturer guidelines.

• Reporting & Communication: Establish points of contact for contract administration and service requests, and a process for unplanned service disruptions.

• Documentation: Provide complete service ticket packets for PM and UM services, including signed service tickets, PM checklists, and warranty documentation.

• Quality Control: Develop and implement a Quality Control Plan (QCP).

• Mini Rotary Oven and Proofer Combination Unit: Similar to the electric rotary oven, with additional checks for draft inducer pressure switch, hood exhaust pressure switch, interior door release, steam operation verification, ignition module safety lockout (gas only), and carrier set screws.
• Oven, Rotary, Gas: Similar to the electric rotary oven, with additional checks for ignition module safety lockout and gas regulator.

For all checklists, a note indicates that deficiencies detected during quarterly PM checks should be reported to the COR.
