This is a combined synopsis/solicitation for commercial services to provide Preventive Maintenance Service for Wastewater Treatment and Collection Systems for the U.S. Department of State / U.S Embassy Addis Ababa, Ethiopia. The acquisition is Unrestricted - Full and Open.

• Provide required maintenance parts (air/oil filters, belts, chart paper, etc.) and necessary products/services.

• Clean and preserve the collection system, wastewater treatment plant, and plant discharge effluent conveyance system.

• Establish a cost-effective wastewater treatment program meeting effluent discharge goals.

• Provide "support service wastewater collection and treatment" contract.

• Conduct technical analysis of routine wastewater treatment testing results and provide recommendations within 24 hours.

• Perform annual site visits (minimum 2 consecutive days) for inspection and reporting.

• Provide documented chemicals with a storage life of at least 1 year.

• Determine chemical dosage levels within specified parameters.

• Provide a minimum of two hours of annual instruction on water treatment tests, control ranges, safe handling, and new procedures.

• Review plant operator daily logs during site visits and highlight areas outside acceptable operating range.

• Submit written service reports within ten business days after each visit.

• Perform services as described in Exhibit A – Wastewater Collection and Treatment System.

• Offerors must include all labor, equipment, vehicles, containers, fuel, fees, and disposal charges in their firm-fixed-price quote.

• Contract is payable entirely in U.S. Dollars.

• Applicable provisions and clauses include FAR 52.212-1, 52.212-3, 52.212-4, and 52.212-5.

• Defense Base Act (DBA) insurance premium costs are reimbursable; other additional charges like bank transfer fees and taxes will not be reimbursed.

This Request for Quotations (RFQ) seeks proposals for Preventive Maintenance Service for Wastewater Treatment and Collection Systems at the U.S. Embassy in Addis Ababa, Ethiopia. The U.S. Government intends to award a firm-fixed-price contract to the responsible company offering the lowest price.

• Preventive maintenance services for the sanitary sewer collection system and the wastewater treatment plant.

• Services include cleaning, testing, analysis, and reporting.

• Compliance with AWWA, ANSI, SDS, ASTM, NEMA, OSHA standards, and manufacturer O&M instructions.

• Provision of chemicals, equipment, and testing kits.

• Training for embassy staff on water treatment tests, chemical control ranges, safe handling, and new procedures.

• Site assessment and survey services.

• Project management and logistics support.

• Contract Type: Firm-fixed-price.

• Period of Performance: One-year base period with four one-year option periods.

• Defense Base Act (DBA) insurance premium costs must be included in the financial proposal.

• Offerors must submit SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), and additional information as required in Section 3.

• Bids should be submitted in two separate folders: financial and technical.

• Repair and Emergency Service options are separate and will be billed outside this contract, but current labor rates are requested.
