Rationale for Sole Source
The Government intends to award this contract non-competitively to ASP because ASP has independently determined that only personnel specifically trained and certified by ASP are authorized to service STERRAD Systems. This training is product-specific. Unauthorized service attempts will void ASP warranties and/or service agreements. Additionally, approved and proprietary parts required for servicing ASP systems are exclusively available to ASP-authorized personnel. ASP currently has no formal business relationships with small businesses, including SDVOSBs, to service these systems or supply OEM parts, nor has it trained any small business personnel for this purpose.
Action for Industry
This is not a request for competitive proposals. However, sources interested in challenging the sole source intent must submit a capability statement. The statement should include management, technical data, and cost information, demonstrating clear capability to provide the required services. Capability statements must not exceed six (8.5 x 11 inch) pages, using a font size no smaller than 10-point.
