Quick Summary

The Defense Health Agency (DHA) Contracting Activity, HCD-West, has issued a Notice of Intent to Award a Sole Source Services Contract to Advanced Sterilization Products Services Inc. (ASP) for STERRAD Installation, Training, and Preventive Maintenance Services at Naval Hospital Guam. This contract is for essential maintenance of existing and new STERRAD Systems. Interested parties challenging this sole source intent must submit capability statements by February 5, 2026.

Scope of Work

ASP will provide comprehensive maintenance services for STERRAD Systems, including:

  • Scheduled preventive maintenance
  • Corrective maintenance and repairs
  • Supply of OEM parts
  • System calibrations
  • Telephone support
  • Full access to ASP's proprietary software for calibration and repairs

Contract & Timeline

  • Type: Firm Fixed-Price, Sole Source (Notice of Intent)
  • Period of Performance: Base year (March 1, 2026 - February 28, 2027) plus three one-year option periods, extending through February 28, 2030.
  • Set-Aside: None (Sole Source)
  • Challenge Response Due: February 5, 2026, by 1:00 PM Pacific Standard Time
  • Published: January 21, 2026

Rationale for Sole Source

The Government intends to award this contract non-competitively to ASP because ASP has independently determined that only personnel specifically trained and certified by ASP are authorized to service STERRAD Systems. This training is product-specific. Unauthorized service attempts will void ASP warranties and/or service agreements. Additionally, approved and proprietary parts required for servicing ASP systems are exclusively available to ASP-authorized personnel. ASP currently has no formal business relationships with small businesses, including SDVOSBs, to service these systems or supply OEM parts, nor has it trained any small business personnel for this purpose.

Action for Industry

This is not a request for competitive proposals. However, sources interested in challenging the sole source intent must submit a capability statement. The statement should include management, technical data, and cost information, demonstrating clear capability to provide the required services. Capability statements must not exceed six (8.5 x 11 inch) pages, using a font size no smaller than 10-point. Submissions should be emailed as a Microsoft Word or Adobe PDF attachment to Uyen Tran at uyen.t.tran6.civ@health.mil.
