Project Scope
The construction project involves significant repairs and upgrades to the primary runway and pavement sections at JRB New Orleans. Work may include, but is not limited to, full-depth reconstruction of pavement sections within Runway 22 threshold, Runway 0422, Taxiway Alpha, Taxiway Bravo, and Taxiway Foxtrot. It also requires asphalt pavement mill and overlay, asphalt section full-depth construction to accommodate new concrete pavement, and re-striping the entire length of Runway 0422 after rubber and paint removal. The project will be design-bid-build, with an anticipated general period of performance of approximately 1,110 calendar days. The NAICS Code is 237310 (Highway, Street, and Bridge Construction).
Project Labor Agreement (PLA) Context
A PLA is defined as a pre-hire collective bargaining agreement establishing terms and conditions of employment for a specific construction project. Federal Acquisition Regulation (FAR) policy, guided by Executive Order (E.O.) 14063, mandates the use of PLAs for large-scale federal construction projects (total estimated cost at or above $35M) to promote economy and efficiency, unless specific exceptions apply (FAR 22.504(d)). This RFI seeks feedback on the applicability and impact of such an agreement for this project.
