Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) aims to procure electronic parts and products for Printed Circuit Board (PCB) Fabrication and Assembly. It supports various U.S. Air Force missions, including CAPRE, CMBRE, and PATS, by developing electronics solutions for obsolescence issues and providing state-of-the-art hardware and software. The PWS will facilitate the rapid production of Printed Circuit Board Assemblies (PCBAs) for initial design and development, prototype production for design validation, and manufacturing of high-quality PCBAs for operational use.

The scope of this PWS is to enable the ordering of PCBAs through a turn-key solution for PCB Fabrication and Assembly with multiple vendors. This applies to developmental, prototype, and production electronics systems for Department of War (DOW) Programs.

• PCB Fabrication: Produce requested quantities of PCBs according to fabrication requirements and specification documents. Fabrication must adhere to IPC-A-600 classification, or IPC Class 3 if not specified. Technical reports documenting electrical continuity test results, impedance matching, and Quality Control inspections are required (CDRL A001, A002).

• Component Procurement: Procure sufficient materials and components as identified on the Bill of Materials (BOM). Components must be sourced from authorized distributors or Original Equipment Manufacturers (OEMs), with alternatives requiring Government POC approval. Rapid execution of orders is expected to minimize supply chain disruptions.

• PCB Assembly: Assemble requested quantities of PCBAs according to layout specifications and assembly requirement documents. Assembly must adhere to J-STD-001 and IPC-A-610 classification, or IPC Class 2 if not specified. Technical reports documenting Quality Control inspections are required (CDRL A003). Tin-Lead (Sn-Pb) solder is to be used unless otherwise specified.

• PCB Fabrication: All fabricated PCBs must meet IPC Class 3 (or as specified) with documented evidence of circuit continuity.

• Component Procurement: All components must be procured from authorized distributors or Government-approved sources.

• PCB Assembly: All assembled PCBAs must meet IPC Class 2 (or as specified) with documented evidence of QC inspections.

• Place of Performance: The contractor's facility.

• Period of Performance: 60 Months, beginning the date of BPA acceptance.

• Sub-contracting: Sub-contracting for PCB Fabrication or Assembly is acceptable, but any sub-contractors must be approved by the Government POC.

• Government Furnished Property (GFE): The Government may provide electronic components. The contractor must review the suitability of GFM and request additional information within 5 days of receipt.

• Quality Control: The contractor shall establish a complete Quality Control Plan (QCP).

• Travel: May be required for First Article Inspection (FAI) and Production Line Audits.

• Data Rights: The U.S. Government retains unlimited data and computer software rights.

Sources Sought / Synopsis

This notice is a Sources Sought Synopsis for information and planning purposes only. It is not a solicitation. The government is conducting market research to determine potential sources for Printed Circuit Board (PCB) assembly support services and to assess if the effort can be competitive or set aside for small businesses. The North American Industry Classification Systems (NAICS) Code is 332999, with a size standard of 750 Employees.

Interested parties, particularly small businesses (including 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned), are requested to respond if applicable and identify their small business status relative to the NAICS code. Responses should include:

• Company Name and Cage code
• Point of Contact (POC) with email and phone number
• Experience with PCB assembly support services (government and commercial for the past three years)
• Suggested revisions to the draft Performance Work Statement (PWS)
• Indication of whether the company would be a prime or subcontractor
• Familiarity with Wide Area Work Flow (WAWF) for payment
• Confirmation of small business status based on NAICS code 333299
• Registration status on System for Award Management (SAM)

Responses involving teaming agreements should specify the work to be performed by the prime and teaming partners.

Potential vendors should review the attached draft Performance Work Statement (PWS) to gauge their ability and capability to provide PCB assembly support services.
