Statement of Work (SOW) / Performance Work Statement (PWS)

To provide flexible workspace funding for a 12-month term at multiple locations nationwide to support U.S. Immigration and Customs Enforcement (ICE) personnel.

• Provide flexible workspace (private offices and/or workstations) for assigned ICE personnel at approved coworking locations.

• The term is 12 months, starting upon approval/award.

• Locations: A comprehensive list of cities across multiple states is provided. Full physical addresses will be requested as needed.

• Workspace Details: Each site will offer a mix of workstations and private offices.

• Services Included: Desk or private office, Wi-Fi access, printing privileges (with per-site monthly limits), and the ability to scale up or down based on Government need.

• Fulfillment: Satisfactory office spaces for no less than 97% of associated personnel (currently 321 of 330 at time of solicitation/award).

• Fulfillment of satisfactory office spaces for no less than 97% of associated personnel.

• Period: 12 months, starting upon approval/award.

• Place: Multiple locations nationwide, as listed by state and city.

• Cybersecurity: Compliance with general cybersecurity contract requirements, including security review terms and conditions, privacy expectations, and PIV credential compliance.

• Data Handling: Prohibition on performing work outside a Government facility/network/equipment. Government information must remain within authorized networks and facilities.

• Subcontractors: Prior approval is required to hire subcontractors.

• Contractor Employees: A separation checklist is required for departing employees, including return of Government-furnished equipment and termination of access.

• AI Contract Language: Specific requirements for AI systems, including compliance with federal laws, AI use limitations, traceability, auditability, transparency, data rights, prevention of vendor lock-in, and security/testing/monitoring.

• Privacy Lead: Requirement to assign or procure a Privacy Lead with specific skills and knowledge if the contract involves IT system development or changes requiring privacy documentation.

Amendment / Modification

This document is an amendment to a previous Request for Information (RFI) for Private Office Space Rental/Workstations for ICE Personnel.

Key purposes of this amendment include:

• Notifying potential bidders of an upcoming procurement and gauging interest.

• Providing an updated draft of the Statement of Work (SOW).

• Identifying sources capable of providing the support outlined in the SOW.

• Advising vendors of the intent to use new FAR Part 12 procedures for commercial goods and services.

• Informing industry that RFI results may be used to determine vendor capability and identify recipients of a future Request for Quotes (RFQ).

• The Statement of Work (SOW) v 2.0 is attached and updated.

• This RFI is for market research and does not constitute an RFQ or RFP. It does not commit the government to a contract.

• Vendors are asked to submit capabilities statements by April 17, 2026, 9:00 AM (EST) via email.

• No questions will be answered, but vendors may submit comments or questions with their capabilities statement.

• The government reserves the right to not respond to submitted questions.

• The period of performance for the potential contract is one year from award.

• Vendors unable to accommodate locations listed in the SOW should refrain from responding.

Request For Information (RFI)

This RFI is issued by U.S. Immigration and Customs Enforcement (ICE) to notify potential vendors of an upcoming procurement for private office space rental and workstations for ICE personnel. ICE is seeking capability statements to determine market interest and identify sources for support outlined in an attached Statement of Work (SOW).

• Provide flexible workspace, including private offices and/or workstations.

• Services to be provided at approved coworking locations across cities listed in the attached SOW.

• Services to be coordinated with the vendor and ICE POC.

• Period of Performance: One year, starting at contract award.

• Interested parties must submit a "Capabilities Statement for Private Office Space Rental/Workstations for ICE Personnel".

• Capabilities Statements should be in Times New Roman, size 12, single-spaced, with 1" margins.

• Administrative Information (1-page limit): Firm name, mailing address, UEI, phone number, POC email, business classification (NAICS 531120), and any GSA Schedule or GWAC.

• Government Questions/Industry Responses (2-page limit): Description of available leasable space (including locations from SOW) and at least one example of similar efforts within the last 24 months.

• Submission Deadline: March 31, 2026, at 9:00 AM (EST).

• The services will be provided at multiple locations across the United States, with a list of specific cities and states provided.

• Each site will offer a mix of workstations and private offices.

• Services included are desk or private office space, Wi-Fi access, and printing privileges (with per-site monthly limits).

• Term: 12 months of coworking space use, starting upon approval/award.

• Locations: A comprehensive list of cities and states is provided, with a note that full physical addresses will be requested as needed and only operational locations will move forward.

• The coworking sites and initial workspace allocations are for over 300 FTEs at approximately 90 locations (type to be confirmed).

• Coordination with an approved vendor and ICE Point of Contact (POC) is required.
