Scope of Work
The RFI covers four distinct opportunities, or "TABs," for which contractors can submit capability statements:
- TAB A: Housing Privatization (HP): Long-term oversight of the Military Housing Privatization Initiative (MHPI), including program/project management, risk mitigation, tenant satisfaction surveys, and 24/7 call center support for 67 CONUS and 12 OCONUS locations.
- TAB B: Transient Housing Privatization Initiative (THPI): Transitioning the DAF's lodging portfolio to a sustainable, privatized model, including real estate development, financial analysis, and negotiation of lease provisions.
- TAB C: Enhanced Use Lease (EUL): Cradle-to-grave management of EUL and Value-Based Transaction (VBT) programs, covering project identification, acquisition, negotiation, construction, and post-closing management for 13 execution projects and 19 post-closing projects.
- TAB D: Utilities Privatization (UP): Support for DAF's privatized utility projects, including asset/portfolio management, economic analysis of utility system conveyances, and project meeting facilitation.

Submission Requirements

- Demonstrated recency (within the last 5 years) and relevancy of experience for the specific TAB(s), including large-scale real estate development, finance, project management, and specific tasks outlined in the PWS.
- Proof of conducting Capital Repair and Replacement (CR&R) visits and economic analyses.
- Details on any anticipated teaming arrangements (Prime, Team Members, percentage of work, service types) or Joint Ventures.
- Subcontractor experience details (percentage of work, specific duties).
- Indication of foreign or domestic entity status and SAM expiration date.
- Capability statements are limited to 20 pages per TAB (cover page excluded), with a minimum 12-point Times New Roman font (10-point for tables).
