• List of Incorporated Provisions and Clauses: A comprehensive list of FAR clauses and provisions, many with "DEVIATION JAN 2026," covering areas such as restrictions on subcontractor sales, whistleblower rights, payment influence, System for Award Management (SAM), reporting requirements, small business utilization, labor laws, trade agreements, and more.

• Specific Provisions: Includes full text for 52.225-6 (Trade Agreements Certificate), 52.225-18 (Place of Manufacture), and 52.240-90 (Security Prohibitions and Exclusions Representations and Certifications), which require specific certifications and disclosures regarding country of origin, manufacturing location, and prohibitions related to telecommunications equipment, Sudan, and Iran.
• NIST Local Clauses: Includes specific NIST clauses related to Contracting Officer's Representative (COR) designation, agency protests, GAO and Court of Federal Claims protests, place of acceptance, contractor performance during NIST operating status changes, and electronic billing/invoicing instructions (including IPP submission).

This document is critical for bidders as it defines many of the legal and contractual obligations. Bidders must carefully review all incorporated provisions and clauses, especially those requiring specific representations, certifications, or actions (e.g., SAM registration, Trade Agreements, Security Prohibitions). Understanding these terms is essential for preparing a compliant offer and for fulfilling contract requirements if awarded. Pay close attention to any "DEVIATION JAN 2026" clauses, as these may represent recent changes to standard FAR language.

Statement of Work (SOW)

NIST requires five (5) 220 GHz on-wafer probes for a 220 GHz Anritsu VectorStar to support the NIST CHIPS program. The probes will be used for manufacturing on-wafer standards for S-parameters and Power measurements up to 330 GHz, enabling known permittivity measurements for on-wafer traceability.

• Provide five (5) new 220 GHz on-wafer probes compatible with the Anritsu VectorStar ME7838G 220 GHz VNA.

• Three (3) probes must have a 50 μm pitch (Line Item 0001).

• Two (2) probes must have a 100 μm pitch (Line Item 0002).

• Probes must have a 220 GHz interface, direct mount capability, GSG tip configuration, and a contact width of 15 μm.

• All items must be new, not experimental, prototype, custom, or "gray market" components.

• All items must be shipped in original manufacturer packaging with original documentation.

• Probes must meet technical specifications for Anritsu VectorStar ME7838G 220 GHz VNA.

• NIST POC or COR will review deliverables and respond within 10 days.

• Government reserves the right to perform performance tests (on-wafer measurements) and visual inspections.

• Equipment must meet manufacturer's and/or Government's performance specifications.

• Period of Performance: Eight (8) Weeks from the date of award.

• Place of Delivery: NIST Boulder, 325 Broadway Boulder, Colorado 80305.

• All equipment must include a 1-year warranty with maintenance.

• Delivery Terms: F.O.B Destination.

• Cybersecurity Requirements: Solution must provide security and privacy protection consistent with federal laws and NIST SP 800-171, including system security plans, IT management processes, access controls for sensitive personally identifiable information (SPII), vulnerability scanning, auditing, incident response, and encryption (TLS 1.2+ in transit, FIPS 140-2/140-3 validated at rest).

• Payment: 100% after installation, acceptance, and successful completion of testing requirements.

• Partial shipments and invoices are not accepted unless approved by the Contracting Officer prior to award.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial products or services, prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. The government is procuring "Probes IAW Attachment 1" (CLIN 0001).

• The primary deliverable is "Probes IAW Attachment 1" (CLIN 0001).

• Detailed requirements are specified in the attached Statement of Work (Attachment 1).

• Delivery and acceptance dates, and FOB point, are also detailed in the SOW.

• This is a Request for Quotation (RFQ).

• The acquisition is an unrestricted competition.

• A single firm-fixed-price purchase order (PO) is anticipated.

• Submission Deadline: 5:00 PM Eastern Time, February 10, 2026.

• Submission Method: Electronic quotations via email to Cielo.Ibarra@nist.gov and Donald.Collie@nist.gov. Reference the RFQ number in the subject line.

• Quotation Preparation: Must be clearly written, indexed, and logically assembled. Quotations must be divided into three volumes:

  • Volume I: Technical Quotation (addressing technical approach, capability, proposed items, resources, methods, specifications, performance, delivery, warranties, and service requirements. Must demonstrate meeting or exceeding minimum requirements with evidence and cite SOW paragraphs. Include manufacturer authorization if applicable).
  • Volume II: Price Quotation (firm-fixed-price for each CLIN, including shipping costs (FOB Destination) and tariffs. Must remain valid for 90 days. Identify any foreign manufactured products and applicable tariffs separately).
  • Volume III: Terms and Conditions (complete required information and state any objections to solicitation terms and conditions with rationale).

• Evaluation Criteria: Award will be made to the lowest priced, technically acceptable offeror. Technical capability will be evaluated based on submitted documentation demonstrating proposed equipment meets or exceeds all minimum requirements. Price will be evaluated for reasonableness and compatibility with technical aspects.

• Discussions: The government reserves the right to make an award without discussions based solely on initial quotes.
