Scope of Work
The IDIQ will support three key performance areas:
- Performance Area 1: Business Management Platform Licenses, Cloud Hosting, Upgrades, and Maintenance.
- Performance Area 2: Platform Application Configuration, Maintenance, and Enhancements.
- Performance Area 3: Platform Application Development.
For solutions other than SBM, offerors must address the development and transition of existing applications, minimizing downtime to a maximum of six months. The platform will be hosted on an AWS GovCloud PaaS EC2 instance, requiring compliance with ADA, Section 508, and IT security directives.
Contract Details

- Task Order Types: Firm Fixed-Price (FFP) and/or Labor-Hour (LH)
- Period of Performance: A 5-year base period (June 17, 2026 - June 16, 2031) with one 5-year option period (June 17, 2031 - June 16, 2036).

- Maximum Aggregate: $20,000,000.00 across all IDIQ contracts.

Submission & Evaluation
Proposals are due February 11, 2026, at 5:00 PM EST and must be submitted electronically. The evaluation will follow a Best Value Trade-Off approach. Non-price factors, in descending order of importance, include Corporate Experience, Technical Solution (for Task Orders 1 & 2), Project Management Plan, and Staffing. Price will be evaluated for completeness and reasonableness. Offerors proposing non-SBM solutions must include an implementation plan and project management plan. Authorized reseller status is required for the proposed system for Task Order 1. Amendment 0004 updated Section L; offerors who previously submitted should review and resubmit.
