• CLIN 013 (500 KCMIL Cable): The government confirmed that 500 ft of 500 KCMIL XHHW-2 cable is the desired specification for the overall project, to be completed in-house. This clarifies initial questions about quantity per generator and cable type.
• CLIN 014 (3/0 Cable): The government clarified that 250 ft of 3/0 THHN cable is the desired specification for the overall project, to be completed in-house. This addresses questions regarding quantity and cable type.
• Tax Exemption: A tax-exempt certificate will not be provided; the awarded contract itself serves as the tax exemption.
• Installation: All installations for generator ATS and accessories will be conducted in-house by the government.
• Startup and Testing: Testing will be completed in-house by the government, including load testing.

These clarifications confirm that bidders should not include pricing for installation or startup/testing services, as these will be handled in-house. The confirmed cable specifications for CLIN 013 and CLIN 014 should be used for any pricing or technical proposals.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to acquire Brand-name Cummins Mobile Generators and Automatic Transfer Switches for the 21st Civil Engineering Squadron, located at Peterson Space Force Base, CO. This announcement serves as the only solicitation; a written solicitation will not be issued separately.

The solicitation lists specific Contract Line Items (CLINs) for various Cummins generators (e.g., 10RMP 1040A, 15RMP 1050A, 30 RMP 1060A, C150D2RE 150kW, C275D2RE 275kW, C500D6RE) and Automatic Transfer Switches (800A, 1000A, 400A). • Quotes and contract documentation should be submitted to both the Contract Specialist (sabrina.barber@spaceforce.mil) and Contracting Officer (stephen.carr.12@spaceforce.mil).

• Submissions are limited to a maximum of 5 pages.

• Quotes must be valid for a minimum of 60 calendar days.

• Evaluation will be based on the lowest evaluated price that meets technical criteria on an acceptable/unacceptable basis. The government will award to the responsible offeror whose offer is most advantageous, considering price and other factors.

• All companies must be registered in the System for Award Management (SAM.gov) to be considered for award.

• This solicitation is solicited as full and open.

• The North American Industrial Classification System (NAICS) code is 335312 - Motor and Generator Manufacturing, with a size standard of 1250 employees.

• Any questions regarding this solicitation must be submitted no later than 10:00 AM (MT) on Friday, 17 April 2026.

• Failure to comply with all instructions may result in the quote being ineligible for award.

• The government will not provide contract financing.
