Statement of Work (SOW)

To procure waterjet cleaning tools for the X-41 Boiler Shop at Bldg. 1922, Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC), US Naval Base Yokosuka.

• Provide waterjet cleaning tools that are current production models, designed, engineered, and sold or offered for sale. Prototype, reproduction, or experimental units are not acceptable. All materials must be new.

• Furnish all labor, materials, equipment, and transportation unless otherwise specified.

• High pressure hose (8 ea): 15,000 psig max working pressure, 35,000 psig burst pressure, 50 feet length, 0.5 inches inside diameter, 6 inches or smaller bend radius, 1/2"-14 NPT male connections on both ends.

• Control gun (2 ea): Hand-held, 15,000 psig allowable pressure, 1/2 inch nominal pipe size, with single trigger, 1/2"-14 NPT inlet and outlet ports, and a drain port. Designed to control waterjet intensity.

• Cartridge (5 ea): Spare cartridge for the control gun.

• Foot pedal (2 ea): Controls waterjet intensity, 15,000 psig allowable pressure, 1/2 inch nominal pipe size, with 1/2"-14 NPT inlet and outlet ports, and a drain port.

• Quick connect coupling (15 ea each): Female NPT x Male quick, and Female NPT x Female quick, 15,000 psig allowable pressure, 1/2"-14 NPT female first end connection.

• Hex nipple (10 ea): 15,000 psig allowable pressure, 1/2"-14 NPT male connections both ends, hexagonal body.

• Nipple (5 ea): 15,000 psig allowable pressure, 1/2"-14 NPT male connections both ends, 3±0.2 inches overall length.

• Socket (5 ea): 15,000 psig allowable pressure, 1/2"-14 NPT female connections both ends.

• Fire extinguisher (1 ea): For Class ABC fire, 10 lbs capacity.

• Fire extinguisher wall mount bracket (1 ea): Applicable for the specified fire extinguisher.

• Delivery Location: X-41 Boiler Shop, Bldg. 1922, SRF-JRMC Yokosuka.

• Pre-ordering documents (within 30 working days after contract award): Item list (manufacturer, model, specification, quantity), catalog of each product, delivery schedule.

• Completion documents (before delivery): Packing list, technical instructions (if any), pre-shipping inspection sheet (if any), SDS for fire extinguisher, warranty sheet for one year.

• Reference: 29 CFR 1910 - Occupational Safety and Health Standards.

• Includes a Concept Sketch (Enclosure 1).

• Technical Point of Contact (TPOC) to be Determined (TBD).

Solicitation / RFP / RFQ

This solicitation (N6264926QB028) is for the procurement of waterjet cleaning tools for SRF-JRMC, X-41. The acquisition is unrestricted.

• Procure waterjet cleaning tools.

• Detailed specifications and requirements are provided in Attachment I (Statement of Work) and Attachment II (Enclosure 1).

• Unique item identification and valuation requirements are detailed in clause 252.211-7003.

• Pricing Arrangement: Firm Fixed Price.

• Required delivery date: June 30, 2026.

• The contract will be administered by NAVSUP FLT LOG CTR YOKOSUKA.

• NAICS Code: 332919.

• Offerors must submit signed and dated offers by the exact time specified in the solicitation.

• The offer must include:

  • Solicitation number.
  • Offeror's name, address, and telephone number.
  • Offeror's Unique Entity Identifier (UEI) and EFT indicator.
  • Information necessary for evaluation factors.
  • Responses to required certifications.
  • Statement of agreement with terms and conditions.

• Proposals are due by March 20, 2026, at 01:00 PM Japan Time.

• The Government intends to evaluate offers and award a contract without discussions, based on "Price and Past Performance (Best Value Tradeoff)".

• Requests for clarification must be submitted in writing via email by Tuesday, March 17, 2026, 13:00pm, Japan Time.

• This solicitation is intended only for sources duly authorized to operate and do business in Japan, as prescribed by DFARS 252.225-7042.

• Prime Contractors outside of Japan must submit documentation demonstrating compliance with DFARS 252.225-7042.

• Quotations must be on an "All or None" basis; partial or incomplete quotations are ineligible for award.

• Payment will be made via Electronic Funds Transfer (EFT).

• The contract is exempt from Japanese Consumption Tax.
