Statement of Work (SOW)

To fabricate and install a vehicular access gate system at the Lind Point Housing Community in the Virgin Islands National Park to control unauthorized vehicle access and enhance safety and security.

• Provide all labor, materials, equipment, tools, and supervision for fabrication, delivery, and installation of a complete vehicular access gate system.

• Materials must be new, high-quality, corrosion-resistant, and suitable for a coastal environment.

• Height: Approximately 5 feet.

• Material: Black aluminum with a durable, corrosion-resistant, weatherproof finish.

• Length: Approximately 22 feet (to be field verified by contractor).

• Design: Ensure structural integrity, smooth operation, and longevity.

• Compliance: Adhere to local codes, ASTM standards, and UL 325 safety requirements.

• Primary power: Solar energy with solar panels and battery storage for reliable operation.

• Backup: Battery backup for continued operation during outages.

• Manual override: Mechanism for operation during complete power failure.

• Wireless keypad entry system for delivery personnel and contractors.

• 20-25 access fobs for tenant use.

• All components to be integrated, programmed, and tested prior to completion.

• Photoelectric sensors (photo eyes) to detect obstructions.

• Contact safety edges to stop/reverse gate on impact.

• Vehicle detection system for safe egress.

• Automatic closing timer.

• Audible and/or visual warning devices.

• Emergency manual release.

• Locking or controlled-access mechanisms.

• Anti-tailgating controls.

• Surge protection and weatherproof enclosures for electrical components.

• Materials: Durable, corrosion-resistant, suitable for coastal conditions.

• Workmanship: Performed by skilled professionals for high-quality finish, structural integrity, and functionality.

• Site Preparation: Clear site, prepare/install foundations and support structures.

• Gate Installation: Install frame, panels, operator, hardware, and integrate all systems.

• Electrical Work: Install solar power system, connect to secondary power source, complete wiring.

• Comprehensive testing of gate operation, access control, safety devices, and power modes.

• Adjustments to ensure smooth, reliable, and safe operation.

• Adhere to local building codes, National Electrical Code (NEC), OSHA standards, and UL 325 standards.

• Obtain all required permits and coordinate inspections.

• Submit product data, shop drawings, and specifications prior to fabrication.

• Provide operation manuals, warranties, and maintenance documentation upon completion.

• Provide basic training to Owner or designated personnel.

• Gate location and placement based on provided site photographs and project details, subject to field verification.

• Additional specifications and technical requirements to be provided by NPS Contracting Officer upon award.

• All travel and associated costs included in Contractor's pricing.

• Government liability for payment not to exceed amounts authorized by task orders.

• Invoices submitted through the Invoice Processing Platform (IPP).

This is a combined synopsis/solicitation for a commercial item or service to procure and install a solar-powered community gate within housing units at the Virgin Islands National Park (VIIS). The government intends to award a Firm-Fixed Price Contract.

• Procurement and installation of a solar-powered community gate.
