Statement of Work (SOW) / Performance Work Statement (PWS)

To procure and install a Reverse Osmosis (RO) System at the U.S. Coast Guard Station Cape Charles, VA, capable of providing purified potable water to six bathrooms and one commercial kitchen.

• Procure and install an RO system.

• Install a water filtration system and suitable water storage tank.

• Configure plumbing, including isolation and bypass valves.

• Wire the system into existing electrical circuits, including breakers and emergency shut-off.

• Provide one year of filters for maintenance.

• Perform operational tests and commissioning with Coast Guard personnel.

• Train Coast Guard personnel on system operation and maintenance.

• The work is to be completed within 45 working days after contract award.

• Location: U.S. Coast Guard Station Cape Charles, 1 Marina Rd, Cape Charles, VA 23310.

• Site Visit: Bidders are strongly encouraged to arrange pre-bid site visits.

• Work Hours: Normal unit operational hours (7:30 a.m. - 4:30 p.m., Monday-Friday), unless otherwise approved.

• Safety: Contractor must implement a comprehensive safety program, comply with EM 385-1-1 and FAR 52.236-13, and submit a written safety plan. This includes temporary fire protection, confined space entry, and environmental protection requirements.

• Utilities: Contractor may use existing site utilities (electricity and water) but must not overload them and is responsible for connections and removal. Use of electricity is limited to 120-volt circuits.

• Personnel & Vehicles: Contractor must provide a detailed list of employees and ensure vehicles are clearly marked and in good repair.

• Cleanup & Restoration: Contractor is responsible for daily work area cleanup, proper disposal of debris, and restoration of any damaged government property. Post-construction cleanup must return the site to its original or better condition.

Solicitation / RFP / RFQ

This solicitation is for the installation of a Reverse Osmosis System at USCG Station Cape Charles. The procurement is 100% set-aside for HUBZone Small Businesses with a NAICS code of 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and a small business size standard of $19.0 million. The Government anticipates awarding a Firm-Fixed Price contract.
