Purpose & Scope
NIST's Fire Research Division requires a one-year supply of specific consumables for its Metrohm CIC instrument, which is critical for measuring total fluorine in the PFAS project. The scope of work covers only the furnishing and delivery of these consumable items. No installation, maintenance, calibration, training, or repair services are included. Key consumables include CO2 absorption cartridges, various Metrosep A Supp eluents and traps, quartz boats, and other specialized components.
Contract Details
This will result in a single firm-fixed-price purchase order (PO) awarded under simplified acquisition procedures. Delivery is required at NIST, 100 Bureau Drive, Building 224, Room A354, Gaithersburg, Maryland, no later than July 31, 2026, or within 30 days after receipt of the award. Acceptance will be confirmed by the NIST Point of Contact (POC) or Contracting Officer's Representative (COR) within three days of receipt.
Eligibility & Submission
This acquisition is a 100% Total Small Business Set-Aside under NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing) with a 1000-employee size standard. Offerors must have an ACTIVE registration in SAM.gov at the time of submission and throughout contract performance.

Evaluation Criteria
Award will be made to the offeror providing the Lowest Priced Technically Acceptable (LPTA) solution.
- Technical Capability: Proposed equipment must meet or exceed all minimum requirements. Quotations not demonstrating this will be deemed technically unacceptable.
- Price: Price will only be evaluated for technically acceptable quotations. The Government reserves the right to award without discussions.
Key Requirements
Offerors must submit a technical description or product literature identifying the manufacturer, make, and model of proposed equipment. Evidence of authorization from the original equipment manufacturer is required if the offeror is not the manufacturer. A "Buy American Certificate" (FAR 52.225-1) must be completed. Invoicing will be electronic to INVOICE@NIST.GOV and processed through the U.S. Department of the Treasury's Invoicing Processing Platform (IPP).
